The purpose of this plan is to provide direction to the Major Commands
(MACOM) and Army Staff (ARSTAF) for the implementation of Army-wide
Force Stabilization (FS) systems and other changes required for the
personnel support of the Army Posture of Engagement requirements for
Unit Rotation.
The Family Subsistence Supplemental Allowance is a non-taxable program
that was designed to remove the soldier’s household from eligibility
for benefits under the food stamp program. If a soldier’s gross
income, together with the gross income of their entire household,
is within 130 percent of the poverty line as defined by the U.S. Department
of Agriculture (USDA) of a household of a given size, that soldier
is entitled to FSSA.
