The mission of the officer related divisions of the Distribution Department (Pers-4) is:

To assign the most qualified officers to meet the needs of the Navy.
To assign officers to billets which develop their professional expertise and which allow them to acquire the leadership, technical, and managerial skills necessary to achieve the mission of the Navy.
To assign officers fairly to ensure continued professional motivation and dedication to the Navy.
