As outlined in reference (a), approval for Naval Aviation events rests with CHINFO. This message reiterates current policy concerning Naval Aviation support approval authority and supercedes reference (a). 2. Aircraft static displays onboard U.S. installations may be approved by TYCOMs or installation commanders IAW reference (b). Static displays off base require CHINFO approval. This includes all pep and COMREL program support activities. 3. A flyover is defined as a flight of one or more aircraft (maximum of four) over a fixed point at a specified time and not involving aerobatics or demonstrations. (a) Flyovers are normally held in conjunction with events commemorating one of the following five nationally recognized patriotic holidays: Armed Forces Day, Memorial Day, Independence Day, POW-MIA recognition day, and Veterans Day. Events must include a formal ceremony commemorating the holiday, and must be within seven days of the traditional holiday date. (b) Flyovers may also be held to accent ceremonial events of exceptional importance. (c) Flyovers in support of events onboard U.S. installations may be approved at the TYCOM level. Flyovers performed off base require CHINFO approval. (d) Inclusion of any aerobatic or other maneuvers requiring waivers of federal aviation regulations constitutes an aerial demonstration. TYCOMs may approve on-base aerial demonstrations of organic assets only. All aerial demonstrations off base require CHINFO approval. (e) Approval of flyovers or aerial demonstrations does not constitute authority to deviate from the applicable Federal Air Regulations (FARs) pertaining to speed and altitude. (f) Prior to any aerial demonstrations being conducted, the FAA's Flight Standards District Office (FSDO) must approve, in writing, any waivers to the applicable FARs. 4. An aerial review is defined as a flyover consisting of multiple formations or a formation of aircraft from multiple services. Participation in aerial reviews requires CHINFO approval. 5. Missing man formations are reserved for memorial or funeral services for dignitaries of the armed forces and the federal government and active duty aviation rated/designated personnel. (a) Missing man formations may also be approved in conjunction with solemn ceremonies (of high-level regional or national significance) being held in conjunction with memorial day, POW-MIA recognition day, or Veterans Day events. (b) Aircraft participating in other events must avoid formations which could be misinterpreted as a missing man formation. (c) Missing man formations for events other than funerals require CHINFO approval. 6. All requests for media, VIP or orientation/indoctrination flights must be submitted via message to TYCOM for approval, OPNAV (N889J3) for physiology waivers and CHINFO media ops (OI- 2) for concurrence. These flights are point a to point a, per reference (c), and do not require submission of a DD 2535 (reference (d)). 7. Overseas unified and specified commanders are the approval authority for participation in COMREL events occurring within their AOR, and not on U.S. military installations. 8. Submit requests to CHINFO, no later than 90 days in advance for airshows, 45 days for flyovers, and 30 days for static displays. Use reference (d) to request approval for aviation support of public events. Previous editions are obsolete. 9. Request aviation units submit feedback to CHINFO Aviation Support Coordinator via phone, fax or email. Include aircraft, event title, city, date and capacity of attendance, i.e. flyover, demo or static display. 10. Request widest possible dissemination of this message.
