NMCI is one of the most transformational contracting initiatives undertaken by the Department of the Navy, both in scope and in efficiency of development and award.  The Request For Proposal (RFP) was issued only six months after the project was initiated, and industry responded with solutions based on best commercial practices that target delivery of service levels to meet customer information and security requirements.
