The "report cards" (CPARs) of contractor performance automatically flow
to a
Government-wide repository, the Past Performance Information Retrieval
System (PPIRS), for use in source selection. The major benefits of CPARS/PPIRS
as reported by users are improved Government-to-contractor and Government-to-Government
communications, best value award decisions, contractor performance, and
acquisition leadtimes. For a brief overview of CPARS/PPIRS to the
American Apparel and Footwear Association on June 11, 2003 provided by the
Chief of C&T;'s Recruit CBU, click

Contractors gain access to PPIRS through the Central Contractor Registration
(CCR) process. At the CCR website, http://www.ccr.gov,
contractors
can register for the first time and update their information profile to
indicate
a past performance point of contact.
In CCR, contractors can assign themselves a Marketing Partner Identification
Number (MPIN) to gain access to PPIRS. If contractors are already registered
in CCR, they will be asked for their DUNS number and Transaction Partner
Identification Number (TPIN) when updating their profile. When logging in,
PPIRS will ask for the DUNS and MPIN to access information.
