We ensure that the right people are in the right place at the right time to support the mission of the Department of the Navy.

Welcome to the Department of the Navy's Civilian Human Resources web site.  This site will provide you with timely and useful information on important issues for our applicants, employees, managers, Senior Executive staff, and our civilian HR Management community.  It will also offer insight into how we carry out our vision, stated above, while serving more than 182,000 civilian employees around the world.  The headquarters of the DON's civilian HRM organization is located in the Office of the Assistant Secretary of the Navy for Manpower and Reserve Affairs (ASN(M&RA;)).  The Deputy Assistant Secretary of the Navy (Civilian Human Resources) oversees the development and delivery of policies and guidance, which help to attract, retain, develop and manage a large and complex civilian workforce.

In the DON, civilian human resources policy development, program management, and operating-level service delivery are managed through the Office of Civilian Human Resources (OCHR).  The OCHR is an Echelon 2 organization within the Secretariat claimancy (AA/USN).  Ms. Debra J. Edmond serves as the Director of OCHR.

HR Policy Development and Program Management
HRM policy and program management is critical to attaining our vision.  This work is carried out by a staff of highly professional individuals, each with many years of HRM operating- and policy-level experience.

HR Operating Level Service Delivery

The Department's HR service delivery operations are managed through seven Human Resources Service Centers (HRSC), strategically located across the U.S. and in Europe.  To measure service delivery performance, the Human Resources Service Delivery Board of Directors established performance metrics and other standards to evaluate service delivery.

Throughout the Department of the Navy, workforce diversity and equal employment opportunities are viewed as top priorities.  As an equal opportunity employer, our goal is to have a workforce that reflects the diversity of our nation's population and offers a world-class work environment for our employees.

The DON has done a commendable job in creating a diverse workforce.  However, we still have work to do in the area of Hispanic employment.  The Advisory Council on Hispanic Employment (ACHE), comprised of senior managers and employees, advises the DON on targeted recruitment strategies for Hispanics.  We are also committed to increasing the representation of all minorities and women at the highest levels of the organization.
