PMS333, Inactive Ships Program Office
The Inactive Ships Program Office (PMS333) mission is to lead, plan, and execute the final phase of the ship acquisition process by focusing on inactive ship mobilization, reutilization, transfer, donation, and disposal, and providing maximum benefit to the Navy. PMS333 is responsible for the planning, programming, budgeting, and execution of the U.S. Navy’s inactivation and disposal of conventionally powered surface ships. This program office provides general and specific direction/policies for managing all aspects of the inactivation, maintenance, and ultimate disposition of designated inactive vessels. It also directs and oversees field operations of the NAVSEA Inactive Ships Management Office (INACTSHIPOFF) and the three NAVSEA Inactive Ships On-Site Maintenance Offices (INACTSHIPMAINTOs) under its cognizance. The Officer in Charge at INACTSHIPOFF reports directly to the PMS333 Program Manager/Deputy Program Manager of the Inactive Ships Program Office. INACTSHIPMAINTO activities include oversight of the inactive ship inventory and required maintenance for those vessels to ensure that they are stowed and maintained in the required status consistent with OPNAV and NAVSEA policies and procedures, and for the preparation of ships for disposal.
The Navy Inactive Ships Program Office:
- Executes requirements of the principal program sponsor, Chief of Naval
Operations, Director for Supportability, Maintenance and Modernization
Division (CNO N43), responsible for inactivation and disposal of ships
and service craft.
- Establishes policies and procedures and assigns responsibilities to
dispose of inactive ships and service craft via sales, procurement of
scrapping services, title transfer, sale or lease for reuse through Foreign
Military Sales (FMS), donation for displays, and other authorized methods.
- Executes responsibilities for the dismantling and recycling of conventionally
powered surface ships and service craft either through NAVSEA contracts,
or as Navy point of contact for the Defense Reutilization and Marketing
Service (DRMS) for all activities related to plans and contracts for the
sale of Navy vessels. Develops and issues necessary guidance to DRMS supporting
the scrap sale process.
- Acts as the single point of contact for the Navy’s Ship Donation
Program for all inactive ships in a donation hold status or for other
ships where interest has been expressed in a potential donation. Provides
technical support for ships on donation hold as necessary. Executes assigned
responsibilities related to development of the donation contracts and
the transfer and removal of ships from the Navy Inactive Fleet.
- Develops and promulgates processes for the disposal of service craft.
Provides guidance and assists Service Craft Custodians in the disposal
of service craft under their cognizance.
- Acts as Navy point of contact for transfer of merchant-type ships to
the Maritime Administration (MARAD) or Military Sealift Command (MSC).
- Acts as Navy point of contact for identification and preparation of
ships for the Navy’s Sinking Exercises (SINKEX).
- Issues directives and other guidance related to inactivation and disposal
of inactive ships in support of OPNAV policy. Maintains the Naval Ships
Technical Manual (NSTM) Chapter 050, Inactivation and Maintenance of Ships
and Service Craft.
- Supports the OPNAV sponsor during overall program planning for inactive
vessels by providing analyses, forecasts, and other recommendations and
responses as required.
- Executes requirements of other OPNAV platform sponsors relevant to the
decommissioning and inactivation of ships under their cognizance.
- Executes requirements of the Director, Environmental Protection, Safety,
and Occupational Health Division (CNO N45) relevant to abatement of hazardous
materials and other environmental issues onboard inactive ships.
- Provides budget allotments, guidance, and direction to INACTSHIPOFF
to ensure that stricken ships and service craft are properly inactivated,
stowed, maintained, and prepared for disposal in a timely and cost effective
manner, and in accordance with federal, state, and local environmental
and worker safety laws and regulations.
- Develops and manages logistics processes for the removal of ship systems, subsystems, parts and material located on ships under the cognizance of the INACTSHIPOFF for active fleet CASREPS or other use.
