Who is required to submit PTS requests?

Commands must submit all first-term CREO 2 and 3 Sailors who are recommended for reenlistment by the Commanding Officer.


If one command has multiple subordinate UICs with enlisted personnel assigned to each of those does the CO have to designate a command representative at each of those UICs to submit PTS applications?

No, the CO doesn't have to designate a command representative for each subordinate UIC. While the latter is an option the CO can designate anyone at his/her staff UIC to submit PTS applications for all subordinate UICs for any Sailor affected. .

How does a command submit a PTS application?

PTS applications can be submitted online via the PTS Homepage or Excel spreadsheet downloadable from the STAYNAVY Website, by Message or E-Mail by the Sailor’s command, to the Navy Personnel Command in Millington, TN.


How many months prior to their EAOS can a Sailor submit a PTS request?

A Sailor can submit a reenlistment request as early as 15 months prior to EAOS.

Are Sailors who are eligible to reenlist earlier than 12 months prior to EAOS for special programs (e.g. STAR), required to submit a PTS application?

Yes. Any special program requiring a Sailor in a CREO 2 or 3 rating to reenlist, the Sailor must have PTS authorization.


Does a Sailor have to submit a PTS application when their PRD is greater than 12 months prior to their EAOS?

Yes.Sailors must have PTS approval prior to negotiating orders with detailers and subsequently acquiring obligated service.

What factors are used to determine PTS application results?

Sailors requesting reenlistment will be evaluated and ranked based on the following criteria:

CO's recommendation for retention,

CO's recommendation for advancement,

Sailors in the highest pay grade,

Sailors who are frocked,

Sailors who PNA the most recent advancement exam,

Sailors who hold critical NEC

Sailors last two regular periodic promotion recommendations (EP, MP, etc.).


What is the minimum and maximum number of times a Sailor's PTS application is reviewed?

The number of reviews depends on when the member submitted the PTS request. The timeframe for review of PTS requests is once a month between 12 and six months prior to the member’s EAOS. For example, if a PTS request was submitted 12 months prior to the member’s EAOS, they have potentially six possible review opportunities. If a member submitted a PTS request with only 7 months left prior to his/her EAOS, then s/he has one review opportunity.

How long will it take a Sailor to know if his/her PTS request has been approved?

Status of requests will be sent to the command retention team (CO, XO, CMC, CCC) via monthly message. Messages will be released by the 14th of each month. CO/XO’s and CMC’s will have initial access to monthly PTS results on the PTS Homepage. After 48 hours PTS results messages will be released to commands. As a rule the status of a command’s PTS applications will be provided NLT 30 days following the month of submission of the request.

Once a Sailor has been given authorization and a quota to reenlist under PTS, how long will their reenlistment quota be valid?

It is valid until six months past their Expiration of Active Obligated Service (EAOS) as extended. If a Sailor does not reenlist prior to this timeframe, he/she will be required to resubmit a PTS application. The intent of the PTS quota reservation is for the Sailor to reenlist.


Will Sailors who are selected to convert to a new rating via PTS be required to attend “A” School for their new rating?

The Navy (Enlisted Community Managers) will determine if additional training is necessary for Sailors who get selected for conversion. The scope of the training will depend on the new skills required. In some cases, this may require attending an “A” school or other form of advanced training.

What happens if a First Term CREO 2 or 3 Sailor receives a rating conversion approval and does not successfully complete required formal training? What are their options?

Depending upon the reason for non-completion of training those Sailors may be offered an opportunity to select another CREO 1 or 2 rating for conversion at the approval of the Enlisted Community Manager(s). The process of selecting a new rating will be done via PTS. In most cases, Sailors will be reviewed only once in the PTS process.

Prior to receiving PTS approval, can a Sailor negotiate orders with the detailer if obligated service is required?

No.However, if a Sailor has sufficient obligated service to complete Time-on-Station (TOS) requirements for follow-on assignment, they may not need PTS approval. Contact Rating Detailer for additional guidance.

What happens to a Sailor’s PTS Reservation if they lose their PCS orders due to no fault of their own, i.e. fail to screen for a special program or duty, placed in a LIMDU status, etc?

If unable to execute the PCS orders originally negotiated, through no fault of their own, then the Sailor retains the PTS reservation and new orders are negotiated.

Would a Sailor who requires orders due to decommissioning, unit disestablishment, or homeport change be waived from PTS?

No. Sailors must still obtain PTS approval for reenlistment if OBLISERV is required.

Are Sailors permitted to extend their EAOS under PTS?

First term extensions may be authorized by the CO in the following cases, provided the extension does not carry the Sailor to 6 or more years of service and/or the Sailor has not received a separation, conversion or reenlistment quota message:
(A) As outlined in MILPERSMAN ART 1160-040
(B) To await selection results for officer programs
(C) As outlined in OPNAVINST 6110.1G
(D) As outlined in NAVADMIN 050/03 (PTS Procedures).

What PTS option does a Sailor have who does not meet conversion eligibility requirements within waiverable limits for any CREO 1 or 2 rating?

The Sailor can submit for an in-rate reenlistment only.

Do non-designated Sailors have to apply for reenlistment quota under PTS in order to request “A” school seats if they are within 12 months of their EAOS?

Yes. Non-Designated Sailors are required to submit a PTS application in order to request an “A” school only if they are within 12 months of their EAOS. Commands may request “A” schools for Non-Designated Sailors outside of 12 months of their EAOS by submitting a NAVPERS 1306/7 IAW with the MILPERSMAN 1306-618



Are sailors who are in a CREO 2 or 3 ratings who want to apply for SEAL, Diver, or SWCC, required to have PTS approval prior to applying for the special program?

No. Any sailor who desires to apply for SEAL, Diver, EOD, Career Aircrew or SWCC is not required to submit a PTS application in order to be released to that program (SEAL, Diver, SWCC). They are however required to OBLISERV (by extension) to complete the training requirements.

What does Tentatively Approved for conversion mean to the command in PTS results monthly message?

Tentative approval indicates the approval is based on applicants PTS application fulfilling rating entry criteria. After this Tentative Approval for conversion the Sailors record is being reviewed by the gaining Enlisted Community Manager (ECM) to ensure all criteria is met. No action shall be taken until the command receives a Final disposition/approval message from Pers-811. (Normally within 30 days of receipt of initial message).

If training is required for conversion, when will the Sailor receive orders?

Orders to training for conversion will be based on school seat availability and the applicants PRD. Every attempt will be made to transfer applicants near their PRD, however, school seat availability may dictate an earlier or later transfer. Commands are encouraged to work with Pers 4010s (or specific detailer for MA, LN and SeaBee’s) for order negotiations.

If a Sailors rate is CREO 2 or 3 at paygrade E-5/6 and CREO 1 at E-4 and below, does PTS apply to the E-5/6?

No. When a rating is CREO 1 at E-4 and below then E-5/6 are exempt from PTS.

If a Sailor is frocked to a CREO 1 rating, does s/he need to submit a PTS application?

No. If a Sailors rating at their frocked paygrade is CREO 1, then they do not need to apply for PTS.

If a command wants to challenge a PTS decision, then who has the authorization to change the PTS decision?

The Enlisted Community Managers (ECM) have the final authority over PTS. The command should contact the appropriate ECM.

What are a Sailor’s options that are approved to convert but decide he/she does not want to convert or wants to choose a different rating?

PTS results are final. Command leadership should contact the Enlisted Community Managers (ECM) if they want to challenge the PTS results.

Are ASVAB scores required on all PTS applications?

Sailors ASVAB scores are only required for those applications where willing to convert or conversion only is marked yes on the PTS application. Applications for In-Rate only do not require ASVAB scores.

If conversion only is selected will applicants be reviewed for in-rate reenlistment?

No. Applicants who selected conversion only on the PTS application will forfeit the opportunity to be reviewed for in-rate reenlistment consideration.

What is the difference between willing to convert and conversion only?

On applications where willing to convert is selected, member will be considered for in-rate reenlistment prior to being reviewed for conversion. On applications where conversion only is selected, member will be reviewed only for conversion.

How do I know if I am using the most current spreadsheet?

The most current spreadsheet can be downloaded from the StayNavy website . Commands should check monthly for the most current revision.

If a Sailor receives a message to separate or a message to convert, and a new CREO/REGA message is released and their rating is CREO 1, can they reenlist in present rating?

No. The policy for this type of situation is that the answer received from the PTS program stands. The member submitted their application and received a final answer from the PTS program within the effective dates of the same CREO/REGA message. Once the new CREO/REGA message becomes effective, any applications still in the system that have not received a final answer or are awaiting processing for ratings no longer required to apply to PTS will be passed thru with approval to re-enlist.

When a Sailor is denied reenlistment under Perform to Serve (PTS), is the member entitled to severance pay?

No, per SECNAVINST 1900.7G, members are not entitled to severance pay on their initial enlistment or period of obligated service.

Who and what ratings are Career Aircrew and are they exempt from submitting PTS applications?

All Sailors designated Naval Aircrew (NAC) and are in a flight status are considered Career Aircrew. This includes all Sailors in the AW rating. NAVADMIN 317/03 (CREO) states that Career Aircrew is considered CREO 1 for PTS purposes.

Can a command submit a PTS application on a Sailor who is currently in a Limited Duty status (ACC 105)?

Yes. A PTS application can be submitted while in a LIMDU status. However, a Sailor cannot reenlist in a Limited Duty Status (ACC 105).

Is the command required to submit a PTS application on a Sailor under the General Detail (GENDET) Targeted Enlistment Program (GTEP) program?

No. Sailors under the GTEP program do not require a PTS approval regardless of additional obligated service to attend ‘A’ school. However, they do require PTS approval to reenlist. PTS rules apply to GTEP Sailors as all other Sailors except that GTEP Sailors can transfer to ‘A’ school without requiring obliserv.

Does PTS approval also waiver a Sailor who is approaching high year tenure (HYT)?

No. A HYT waiver must be requested and approved prior to reenlisting whether or not a Sailor has PTS approval. For Sailors approved for conversion, per NAVADMIN 160/03,Sailors approved to reenlist in a new rating via PTS and required to obliserv for formal school, training may exceed revised HYT limits. They will separate at either the end of obligated service or upon completion of 8 years of total active naval service, whichever is later (unless advanced to E5).

Do command PTS coordinators have the on-line viewing capability of the monthly rack and stack results and viewing results by SSN?

Yes. Command PTS Coordinators and Administrators have this access, however, coordinators buttons are removed the initial 48 hours after a monthly rack and stack. This enables the Commanding Officer, Executive Officer, and Officer-in-Charge or Command Master Chief to be notified first. They can then decide how to inform Sailors on their PTS results.

How does a Sailor apply for CREO 1 ratings that are not listed on the PTS application drop down menu in the conversion blocks?

There are some ratings/programs that have not or are no longer accepting applications for conversion via PTS even though the CREO/REGA message reflects them as CREO 1. Conversion to these programs and ratings can still be requested via the standard conversion process as outlined in the appropriate MILPERSMAN article as long as the member is outside of the PTS window (12 Months) or has been selected for reenlistment in current rating. This list includes SEAL, EOD, Diver, Nuclear Power and Naval Aircrew to include the AW rating, NC, DT, and DM. Those Sailors who have previously received tentative conversions via PTS to any of these ratings are encouraged to continue their progress to final approval of their conversion.
