Field operating agencies are subdivisions that carry out activities under the operational control of a headquarters Air Force functional manager.
Air Force Agency for Modeling and Simulation, Orlando, Fla.: Supports development and use of the joint synthetic battlespace for training, analysis, acquisition, test and evaluation and operations. Implements Air Force, joint and Department of Defense modeling and simulation policies and standards. Manages, coordinates and integrates major Air Force and joint modeling and simulation programs and initiatives. Supports corporate Air Force joint modeling and simulation operations. Air Force Center for Environmental Excellence, Brooks AFB, Texas: Aggregates, in a single organization, the capability to provide a full range of technical services to Air Force leaders worldwide. These include environmental compliance, pollution prevention, hazardous waste cleanup, environmental analysis and many types of planning and construction management. Air Force Civil Engineer Support Agency, Tyndall AFB, Fla.: Maximizes base civil engineers’ capabilities in peacetime and contingency operations by providing tools, practices, and professional and technical engineering support worldwide. Provides products and services in readiness, training, vehicles and equipment, management practices, automation support, technical support and research, development and acquisition. Specializes in utility rates intervention and negotiation. Provides airfield pavements evaluations. Air Force Cost Analysis Agency, Arlington, Va.: Provides independent cost analysis support and develops component cost analyses for weapon system acquisition programs and automated information systems. Conducts a full research program in cost models and databases. Manages the official web site for Air Force weapon systems and infrastructure total ownership cost information. Air Force Flight Standards Agency, Andrews AFB, Md.: Performs worldwide inspection of airfields, navigation systems and instrument approaches. Provides flight standards to develop instrument requirements. Certifies procedures and directives for cockpit displays and navigation systems. Air Force Historical Research Agency, Maxwell AFB, Ala.: Archive for more than 85,000,000 pages of historical documents. Air Force History Support Office, Washington, D.C.: Researches, writes and publishes books, pamphlets and other studies on Air Force history. Provides historical support to Air Force, Department of Defense and other government agencies and scholars with research and training materials. Air Force Inspection Agency, Kirtland AFB, N.M.: Provides Air Force leaders with independent assessments to improve Air Force operations and support. Serves as single comprehensive inspection agency of Air Force medical organizations. Air Force Logistics Management Agency, Maxwell AFB-Gunter Annex, Ala.: The logistics problem-solving organization that conducts a wide variety of studies to produce solutions that improve both combat and war-winning capabilities. Analyzes, tests, evaluates and recommends new or improved concepts, methods, systems or procedures. Makes problem-solving capabilities available to every logistician in the Air Force. The Air Force Manpower and Innovation Agency, Randolph AFB, Texas: This agency, in partnership with the Headquarters, U.S. Air Force functional communities and commanders, determines current and future peacetime and wartime resource requirements through objective and innovative manpower studies to improve mission performance, effectiveness and resource efficiency. It leads programming factor development and special studies and assists with competitive sourcing studies. Air Force National Security Emergency Preparedness Office, Washington, D.C.: This agency plans, programs and implements the Air Force’s National Security Emergency Preparedness program and continuity of operations. Interfaces with Department of Defense, joint staff, all services and the director of military support to develop and implement military NSEP. Coordinates Air Force emergency response with civil authorities, DOD’s planning and execution agent and 26 supporting federal department and agencies

Air Force News Agency, Kelly AFB, Texas: Gathers information, packages and disseminates electronic and printed news and information products during wartime and peacetime. Manages Air Force News Service, Army and Air Force Hometown News Service, Air Force Broadcasting Service (Air Force-operated Armed Forces Radio and Television outlets worldwide). Air Force Office of Special Investigations, Andrews AFB, Md.: The Air Force’s major investigative service since Aug. 1, 1948. It reports to the Office of the Inspector General of the Air Force. It provides investigative services to commanders of all Air Force activities. Primary responsibilities are criminal investigative and counterintelligence services. The organization seeks to identify, investigate and neutralize espionage, terrorism, fraud and other major criminal activities that may threaten Air Force and DOD resources. It focuses on four command priorities: exploit counterintelligence activities for force protection; resolve violent crime impacting the Air Force; combat threats to information systems and technologies; and defeat and deter acquisition fraud. Air Force Operations Group, Washington, D.C.: Responsible for the Headquarters, U.S. Air Force Operations Center, Air Force Emergency Operations Center, the chief of staff presentation team and the president’s operational weather forecasters. Formulates Air Force position on Joint Chiefs of Staff actions relating to crisis management and the deployment and redeployment of forces. Develops policy and procedures for command post operation and manning. Serves as the Air Staff focal point for all funeral and memorial flyovers and aerial events. Air Force Personnel Operations Agency, Washington, D.C.: Provides analysis of personnel policies and programs as well as providing automated information system support for the deputy chief of staff of personnel and local users of the Personnel Data System.
Air Force Program Executive Office, Washington, D.C.: Manages and is directly accountable for the cost, schedule and performance of major and selected acquisition programs.
Air Force Real Estate Agency, Bolling AFB, D.C.: Responsible for acquisition, disposal and management of land and facilities to support the Air Force’s continually changing mission. Manages the life cycle of real property to ensure that the Air Force acquires and maintains only the minimum property necessary to meet peacetime and mobilization requirements worldwide. Air Force Review Boards Agency, Andrews AFB, Md.: Established in 1982, it provides the management of various military and civilian appellate processes for the secretary of the Air Force. Air Force Safety Center, Kirtland AFB, N.M.: Develops and manages mishap prevention programs, the Operational Risk Management Program and the Nuclear Surety Program. Develops regulatory guidance, provides technical assistance in the flight, ground, weapons and space safety disciplines, and maintains the database for all mishaps. Oversees all major command mishap investigations and evaluates corrective actions for applicability and implementation. Air Force Technical Applications Center, Patrick AFB, Fla.: Operates and monitors a variety of air, ground, space and seaborne sensor platforms to ensure compliance with several nuclear treaties. Operates and maintains the U.S. National Data Center. Gains, exploits and defends the information domain unique to technical signatures collected and processed through the Air Force-level operations center to provide timely reporting of nuclear weapons tests to national authorities. Sole DOD agency operating a global sensor network and analytical laboratories providing technical measurements to monitor nuclear treaties. Air Force Weather Agency, Offutt AFB, Neb.: Supports the fielding of Air Force weather units prepared to deliver timely, accurate, reliable weather products and services, including climatological and space weather support to Air Force, Army, special operations and other DOD activities. Air National Guard Readiness Center, Andrews AFB, Md.: The center’s 12 directorates, including acquisition, civil engineering, comptroller, logistics, operations, chaplains, communications, counterdrugs, manpower, air surgeon, organizational management and personnel, provide various support services to ANG units around the country. Also includes the 201st Mission Support Squadron, which serves the military and civilian personnel assigned to the directorates. Nuclear Weapons and Counterproliferation Agency, Washington, D.C.: The agency oversees nuclear stockpile stewardship programs, including planning, development and sustainment of Air Force nuclear weapons.
