Rear Adm. Debbink's portrait Rear Admiral Debbink, a native of Oconomowoc, Wisc., graduated from the U.S. Naval Academy with a Bachelor of Science in Systems Engineering on 8 June 1977. He completed his Masters in Business Administration (MBA) at the University of Chicago in June 1990.

As a Surface Warfare Officer, he served in USS Fanning (FF-1076) as Main Propulsion Assistant, Navigator, CIC Officer. He also served as Flag Lieutenant for Commander U.S. Naval Forces Japan.

Rear Adm. Debbink accepted his Reserve Commission immediately upon resigning from active duty in 1983. He served in Naval Control of Shipping (NCSO) and DCNO OP-06 reserve augmentation units, and held two one-year tours on Reserve Readiness Command staffs. His reserve unit commanding officer assignments included: NR USS Dale (CG-19); NR Readiness Unit 1351 (Madison, Wisc.); NR Readiness Unit 1336 (Fort Wayne, Ind.); NR CINCUSNAVEUR DET 0513; NR USCINCLANT DET 413; NR SACLANT DET 113; NR USFORCES JAPAN DET 105. He also served as the Deputy for Mission Effectiveness for Commander, Naval Reserve Readiness Command Southeast in Jacksonville, Fla.

Active Duty for Training assignments include NCSO exercises; Naval War College; OPNAV-801B and OPNAV-603; USS Dale (CG-19); assignments to U.S. Atlantic Command in Norfolk, Va., and overseas exercises in Brussels, London, Bahrain, Japan and Korea.

Rear Adm. Debbink has served in the following flag mobilization billets: Deputy Commander, Maritime Defense Zone Pacific; Commander, U.S. Harbor Defense Command, Korea; Commander Military Sealift Command Far East/Pacific; and Commander Naval Reserve Readiness Command Midwest. He is currently assigned as the Commander, Seventh Fleet Rear Area Command while serving as the Deputy Commander, Navy Region Midwest.

Rear Adm. Debbink is a Surface Warfare Officer and is authorized to wear the Defense Superior Service Medal, Defense Meritorious Service Medal, Navy Meritorious Service Medal, Navy and Marine Corps Commendation Medal with gold star, Navy Achievement Medal, Battle "E" Ribbon, Naval Expeditionary Medal, National Defense Medal with bronze star, Armed Forces Reserve Medal, and Sea Service Ribbon.

Rear Adm. Debbink lives in Oconomowoc, Wisc. He is president of MSI General Corporation, a regional design/build general contracting firm. He serves as a member of local private foundation board of directors, and is Chairman of a local community bank board of directors. He holds a private instrument pilot license, Real Estate Broker's license, and is a registered Professional Engineer in the State of Wisconsin.
