QUALIFYING LIFE EVENTS FOR PREMIUM CONVERSION:
All employees enrolled in Federal Employees Health Benefits (FEHB) Program automatically participate in premium conversion unless they have waived participation. Changes in FEHB enrollment for those employees are limited and governed by Internal Revenue Service (IRS) regulations. Employees who participate in premium conversion are reminded that they can cancel or change to a self only plan only during the annual open season or when a qualifying life event (QLE) occurs. The Office of Personnel Management recently created a table so that participants in premium conversion will be able to understand when they experience a QLE and when it is possible to make changes in their enrollment (I.e., permissible changes). Click here to read the table. It will soon be incorporated into the Employee Health Benefits Election Form, Standard Form (SF) 2809. Until further notice, however, the current Table of Permissible Changes in Enrollment in the July 1999 edition of SF 2809 will continue to be used by employees who do not participate in premium conversion.

- On June 16, 2003, the Federal Retirement Thrift Investment Board announced that the new record keeping system is now operational.
Now that the new system is in place, many new features are available to participants, including the following:
- The TSP now provides daily valuation of accounts and daily processing of transactions. Previously, TSP account balances were updated monthly rather than daily, and some transactions took several weeks to process.
- Account balances and transactions are processed and shown in dollar amounts, shares, and share prices. This information is on the TSP website and will appear on participant statements.
- TSP loan information will be included on quarterly participant statements, rather than on separate loan statements.
- In addition to repaying TSP loans through regular payroll deductions, participants can repay all or part of the loan at any time with personal checks.
- Participants can have loan or withdrawal payments deposited electronically into checking or savings accounts.
