Regional Workplace ADR Programs

The Regional ADR Programs were established to encourage the use of ADR at the lowest levels where issues arise. Here are some reasons why ADR is beneficial to civilians in DON.

  • The Department of the Navy's civilian workforce downsized from 370,000 in FY-1992 to 182,708 in FY 2002.
  • The civilian workforce supports approximately 445,395 active duty Navy and Marine Corps personnel worldwide in FY 2002.
  • The number of formal civilian EEO complaints open at end of FY 97 was 2,146 and there were 1,569 in FY 2001.
  • The Department of the Navy has regionalized geographically: Southwest, Northwest, Northeast, East, Southeast, Pacific, and Europe, and is still downsizing.


People don’t have the time, money or morale to deal with long drawn out time frames found in other administrative processes outside ADR that deal with workplace concerns. When management or employees have a situation arise that needs resolution sooner rather than later, a member of the DON Certified Mediator Program can guide participants through a process to enable the participants to work out their solution. Mediation is a voluntary process. Both managers and employees may request it. Since the participants determine their solutions, it is worthwhile to come to the mediation table in good faith to try to work out most situations including early concerns about conduct and performance.
