History: This publishes a partial revision. This publication was last revised on 3 May 1990 (superseding AR 385-16, dated 3 September 1985), by order of the Secretary of the Army; authenticated by Carl E. Summary: This regulation implements Department of Defense Instruction 5000.36. It updates Army system safety engineering and management policy and reflects realignment of Army Staff safety responsibilities, reorganization of the research, development, and acquisition process, risk management procedures, and updates terminology.

Applicability: This regulation applies to the Active Army; the Army National Guard of the United States, including periods when operating in an Army National Guard capacity; and the U.S. Army Reserve. During mobilization, policies contained in this regulation may be modified by the proponent.

Proponent and Exception Authority: The proponent of this regulation is the Chief of Staff, Army. The Chief of Staff, Army has the authority to approve exceptions to this regulation that are consistent with controlling law and regulation. The proponent may delegate the approval authority, in writing, to a division chief within the proponent agency in the grade of colonel or the civilian equivalent.

Army Management Control Process: This regulation is subject to the requirements of AR 11-2 . It contains internal control provisions but does not contain checklists for conducting internal control reviews. These checklists are being developed and will be published at a later date.

Supplementation: Supplementation of this regulation and establishment of command and local forms are prohibited without prior approval from Chief of Staff (DACS-SF), 200 Army Pentagon, Washington, DC 20310-0200.

Suggested Improvements: Users are invited to send comments and suggested improvements on DA Form 2028 (Recommended Changes to Publications and Blank Forms) directly to Chief of Staff (DACS-SF), 200 Army Pentagon, Washington, DC 20310-0200.

Distribution: This publication is available in electronic media only and is intended for command levels A, B, C, D, and E for Active Army, Army National Guard of the United States, and United States Army Reserve.
