ELLEN P. EMBREY

Deputy Assistant Secretary of Defense for Force Health Protection and Readiness and Director, Deployment Health Support

Picture of Deputy Director, DHSMs. Embrey is the Deputy Assistant Secretary of Defense for Force Health Protection and Readiness, in the Office of the Assistant Secretary of Defense for Health Affairs, and the Director of the Deployment Health Support Directorate. In that capacity, she leads Defense Department-wide efforts to develop and implement policies, programs and activities relating to DoD deployment medicine, force health protection, national disaster support, and medical readiness. Ms. Embrey has served more than 26 years in progressively responsible staff, management and executive-level positions in the Federal Government.

Before coming to Health Affairs, Ms. Embrey served in the Office of the Assistant Secretary of Defense for Reserve Affairs, where she held a variety of senior and executive-level positions from 1987-2001. During her tenure, she worked to establish and/or revise a wide variety of Department of Defense policies, programs, regulations and U.S. Codes to ensure that the seven reserve components of the Armed Forces of the United States, which comprise more than half of today's total U.S. military force and utilize about $19 billion annually, were adequately trained, equipped and ready to serve when required. While there, she performed the duties of the Assistant Secretary of Defense for Reserve Affairs during the transition to the new administration, was the Chief of Staff (2000-2001) and the Deputy Assistant Secretary of Defense for Military Assistance to Civil Authorities (1998-2001), and held senior staff and management positions relating to reserve component program analysis and oversight, fiscal and budget oversight, legislative and intergovernmental relations, and information and resource management.

Ms. Embrey began her career as a management intern at the U.S. Civil Service Commission (1976-1978), and subsequently held staff and management positions at the U.S. Office of Personnel Management (1978-1981), and the Defense Contract Audit Agency Headquarters (1981-1987).

Ms. Embrey holds an undergraduate Bachelor of Science degree from Virginia Tech (1976), and completed coursework for a Master of Science degree from Central Michigan University (1985).
