The Freedom of Information Act (FOIA), 5 U.S.C. 552, allows any individual to seek access to federal agency records.  Secretary of the Navy Instruction 5720.42F, Department of the Navy Freedom of Information Act (FOIA) Program, governs implementation of the FOIA at the Naval District Washington.

The Naval District Washington maintains records pertaining to the support and interagency coordination of services provided to Navy and Marine Corps commands within the National Capital Region, in execution of their mission.  The command area of support includes Command and Staff, Business Management, Environmental and Safety, Public Safety, Acquisition, Community Support, Air Operations, Information Technology, Facilities Management and Supply.
