Definition: Tuition assistance (TA) is an Air Force quality of life priority, and is addressed in the Civilian Tuition Assistance Program (CTAP) policy, which was implemented in October 1999. This program is designed to ensure standardization and provide equity for all employees. Tuition Assistance is funding for tuition and course-related fees for accredited college and university courses taken either during duty or non-duty hours. It is distinguished from long-term training that is defined as training during duty hours of over 120 consecutive days. The following outlines Air Force guidance on administration of the program for Air Force civilian personnel and career program covered positions, those eligible for such positions in both acquisition and non-acquisition related fields. TA for acquisition personnel under the Defense Acquisition Workforce Improvement Act (DAWIA) is mandated by DoD policy, supported by PEC 84753, and not subject to the CTAP policy. Acquisition Personnel under DAWIA are required to follow their specific career program’s policy and procedures for tuition assistance. Interns, such as PALACE ACQUIRE and COPPER CAP are covered under AFI 36-602, Civilian Intern Programs, and are also not subject to the CTAP policy. AFI 36-401 Chapter 9, dated 28 Jun 2002, governs the Civilian Tuition Assistance Program. Tuition Assistance Process Flow-DD Form 1556 PolicyA. Mission Related. All courses, for which TA is requested must be related to the job or the mission of the organization, must improve individual or organizational performance and assists an agency in achieving its mission and performance goals by improving employee skills. Career program will determine whether courses are mission or job-related. Mission related education does not include courses in religion, art, physical education, music, philosophy, literature or history (except for the Historian and Museum Career Program). Courses in written and oral communication, business ethics and values, math, and business management are appropriate. While courses must be validated as mission-related, the CTAP differs from training in that employees rather than management identify requirements, initiate requests for specific courses at institutions of their choice, share in the cost, and attend on a voluntary off-duty basis. Normally, TA will not be provided for courses at the post-masters level or at a level lower or equal to a degree already attained. B. Tuition and Fees. Under CTAP policy, Career Programs will use a standard rate of 75% of tuition costs not to exceed $187.50 per semester hour or $124.50 per quarter hour and will be limited to $3500 per fiscal year. The Table 188 code NTU will be used for undergraduate and code BTG for graduate. Servicing training offices should also use these codes to record CTAP completions in the Defense Civilian Personnel Data System (DCPDS). Individual program managers for each Career Program have the flexibility to establish a lower standard annual rate based on the total number of employees who have identified CTAP requirements and available funds. Other specifics on funding by Career Program are listed in the Matrix at the end of this page or in the individual Career Program pages in Section 5 of this guide. The Air Force will not pay for non-instructional costs (i.e., books, health insurance, registration, athletic fees, library, parking, food, housing, laundry, etc.) but may fund for laboratory and other course related fees. Purchase of supplies will be the personal responsibility of each employee. Costs for vicinity travel will not be funded. TA will not be provided, in whole or in part, for courses for which the employee is receiving other federal or state tuition subsidies such as Veterans Administration educational benefits, scholarships or grants, etc. Funding is limited and submission of a mission-related request for TA does not mean automatic approval. Eligible employees should not attend any classes until funding documents have been approved by Career Programs. C. Eligibility. HQ AFPC/DPK may fund employees in career program covered positions, and employees eligible for such positions, under the CTAP. Eligibility applies to permanent appropriated fund employees. Tuition Assistance for all other employees will be administered by servicing training offices, regardless of funding source. D. Examination Fees. Career Programs will not pay for examination costs or charges related to accrediting work or life experiences. Specifically, tuition assistance will not be used for the costs of the College Level Examination Program (CLEP), GMAT, GRE, SAT, or ACT examinations, nor is it appropriate to use TA to transfer credits from one institution to another. For eligible acquisition employees, Defense Activity for Non-Traditional Education Support (DANTES) testing is provided free of charge. E. Dual Compensation. Title 38 U. S. Code, chapter 32, and VA Pamphlet 22-79-1, Revised 1996, governing veterans' educational assistance, prohibits the payment of an educational assistance allowance to an employee who is attending training paid for under the Government Employees Training Act (GETA) and whose full salary is paid to him or her while in training. The Veterans' Administration considers an employee as being in a full salary status while in training when he or she is a part or full time employee receiving full salary payment during the calendar period in which the training occurs. Such an employee would be subject to the prohibition described above, regardless of whether the training occurs during duty hours or after duty hours. How To Apply for Tuition AssistanceA. Submit a DD form 1556 with course description, TA Agreement, spreadsheet (if applicable), and a copy of the school catalog page showing tuition costs for each individual course you are requesting funding for. Refer to Section 1, paragraph D, for specific instructions on how to complete DD 1556. Requests for TA should be submitted to their respective career programs by the established application date. All correspondence must include nominee's social security number. Refer to the TA Matrix below and the Career Program pages in Section 5 for other information that may be required by individual Career Programs. Each career program will make final selections and notifications. If not approved by that Career Program, the nomination may be referred to other Career Programs in which the application is eligible. Packages should not be submitted to more than one Career Program at a time. Funding is limited and submission of a request for TA does not mean automatic approval. B. The attached TA Agreement must be signed and submitted by all applicants. C. Program of Study (Spreadsheet). A spreadsheet detailing a year’s enrollment plan is required if more than one course is submitted per year. This spreadsheet should include courses by number, title, anticipated start and end dates, tuition costs and related fees. D. Application Dates. Nominations are to reach HQ AFPC/DPKC_ (individual Career Program office) by the dates specified in the matrix or the individual Career Program pages. If additional funds become available later in the fiscal year, a Career Program may make an additional TA call. Applications received after the suspense dates will be considered, as funds are available. Questions should be directed to the Career Program managers. E. Changes to an approved DD 1556. If you make any changes after DD 1556 is approved (ie. course title or start/end dates), you must notify the career programs and obtain approval on the changes prior to the course start date. Career Programs will only pay for courses that were approved in advance of registration or class start date. F. Employee is responsible for paying for any courses that are taken and were not approved by the Career Program prior to course start date. G. Employee will be responsible for reimbursing the career programs when:
1. An approved course is dropped and Career Program has paid
for the course. H. REIMBURSEMENTS TO GOVERNMENT. Make the check payable to US Treasury, DFAS-DE and send it, along with a copy of the DD Form 1556 for the course that is being reimbursed to: AFPC/DPKC_ I. GRADE REQUIREMENTS. Send a copy of grades (Fax acceptable) to the Career Program upon completion of each course. Delay in providing a grade report will affect funding of future enrollments or delay payment of tuition charges billed to the Career Program. Employee is responsible for maintaining academic standing, and for satisfactorily completing approved courses. Satisfactory completion requires a minimum grade of "C" for undergraduate level courses and a minimum grade of "B" for graduate level courses. J. When unable to attend courses, the employee must call the Career Program immediately in order to allow the Career Program to make those funds available elsewhere. K. The employee should present DD Form 1556(s) approved by the Career Program to the institution at the time of enrollment for their use in billing the Career Program directly L. Student Reimbursements will be processed on an exception basis only. Requests for reimbursements must be submitted in writing and approved by the Career Program prior to starting a class. If approved, upon completion of course, submit one SF1164 for each funded course (DD1556), along with a copy of your grade and proof of payment (copy of credit card statement/cancelled check). Do not combine more than one course on a SF1164. The certifying statement "I certify this claim is true and correct and proper and there was an urgent and unforeseen public necessity for the expenditure of my personal funds; and that payment or credit has not been received", must be entered on the SF1164.
