Q. What is the DoD Transit Subsidy Program?
A. The Transportation Incentive Program was created by Executive Order 13150 and the 13 October 2000 Department of Defense (DOD) policy letter. It provides for Outside the National Capital Region (ONCR) DOD employees to purchase commuter vouchers and passes on local mass transit for commuting to and from their employment. The Department of the Navy (DON) locally with support of the Department of Transportation (DOT) is implementing it.

Q. What types of transportation will this program subsidize?
A. It can be used for mass public transit, such as the trolley, bus, rail commuters and vanpool programs. It can not be used for parking fees. Currently it can not be used for car pools.
Q. Who is eligible for the program?
A. All Military Service members and civilian employees including non-appropriated fund personnel (Non Government Service DOD employees). Members of the Guard and Reserve components serving on active duty are also eligible. Contractor personnel are not eligible.
Q. How much will each applicant receive under this program?
A. This year the program offers up to $65 per month in tax free assistance. In January 2002 that amount will be raised to $100 per month. The payment will not exceed the actual cost to the individual. Where possible, payments will be made by voucher to companies/organizations providing this service.
Q. Can members be reimbursed for parking expenses?
A. No. Parking costs will not be used in establishing commuter costs
Q. How many people must be in a van pool for it to qualify for the subsidy program?
A. The vanpool capacity must be for at least six people (NOT including the driver) and be at least half filled on each trip. At least 80% of the mileage must be connected with transporting employees to and from work.
Q. How will the vanpool program work?
A. Each rider will submit their actual vanpool costs. A voucher system is being developed for the rider to then turn over to the van pool driver. The driver will endorse the vouchers and submit them for payment to the local coordinator. In cases where there is no voucher system established for van pools, riders will be able to submit a claim for reimbursement.
Q. Who is coordinating the program locally?
A. Each command has a point of contact that provides the applications and certificates of eligibility to Commander, Navy Region Southwest in San Diego.
