Introduction

The Chief of Naval Operations Environmental Quality Management Board established the Navy Environmental Leadership Program (NELP) to find new and innovative ways to manage Navy environmental programs. In October 1993, the Secretary of the Navy approved the NELP Charter and Mission Statement:

NELP activities will serve as test beds for new and innovative technologies and focused management to address the full spectrum of environmental issues, and will export their successes throughout the Navy.

Two shore installations were designated to perform the NELP mission: on the West coast, Naval Air Station (NAS) North Island in Coronado, California; on the East coast, Naval Station Mayport, Florida.  The selection was based on the wide scope of Navy operations performed at these two locations. This website describes intiatives pursued by the NELP.

  • Jan 2000 -    Demonstration report issued on PWC San Diego / NELP Energy Management Project (download report). The project used the principles of Resource Efficiency Management.
  • Nov 1999 - NELP completed a report on use of Plastic Pier Pilings in San Diego Harbor (download report). The study focuses on assessing the plastic pier pilings’ durability, strength, cost, and environmental integrity.

NAVSTA Mayport NELP and NAS North Island/Navy Region Southwest NELP are pursuing a variety of initiatives to demonstrate innovative treatment technologies and management procedures that address environmental challenges facing the Navy.

Chief of Naval Operations (CNO) Pollution Prevention Equipment Program (PPEP)

NELP bases have the benefit of teaming with CNO's Pollution Prevention Equipment Program (PPEP) which evaluates and implements new pollution prevention technologies.  Lessons learned here through the NELP Pre-Production prototypes are incorporated into PPEP large quantity procurements for Navy shore activities worldwide.  Visit the CNO N451 Web Site and view the Navy's P2 Equipment  Book to learn more about the PPEP.


NFESC Broad Agency Announcement for Innovative Technology Developers and Vendors

The Navy Facilities Engineering Service Center (NFESC) has issued a Broad Agency Announcement (BAA) through the Commerce Business Daily for environmental innovative technologies. Through the BAA, developers can submit abstracts of their technologies to the Navy. These technologies can potentially be selected for demonstration through the NELP. Navy Environmental News

The Navy Environmental News provides news and information on the Navy's environmental, safety and occupational health programs. The Navy Environmental News is produced in Washington, D.C. by the Environmental Protection, Safety, and Occupational Health Division of the Deputy Chief of Naval Operations (Logistics).
