On new Developmental Education process

 

1.  How can I as an exec or MPF/CC get access my Senior Rater’s eligibility listing to help him organize this process?  The first tool is the ability to be an "agent".  Senior Raters can log into their account at the AFPC Secure Website and into the IDE_SDE option.  They will see instructions to step them through the functions available.  One of the functions they can select is "My agents".  From there, the senior rater can list the names and social security numbers of anyone he or she would like to have access to the information available to the senior rater.  Once appointed as an agent, the executive officer (or whoever else is appointed) can see the listing of eligibles and access the forms which have been submitted by eligibles.  The agent can type in proposed comments for the Senior Rater and can reopen forms for eligibles after they have been submitted.  The only thing that a Senior Rater can do that an agent cannot is to sign/submit the forms to AFPC.  If the proposed agent is an eligible for IDE or SDE, the system will not allow the Senior Rater to include them but we have developed a solution.  If this applies to you, please contact MSgt Lisa Jones at DSN 665-2103. 

 

The second tool is the e-mail function.  We realize that eligibles don't deal directly with their senior rater without concurrence with their chain of command in between.  Eligibles can e-mail their preferences to their supervisor who can forward them through the Senior Rater along with their support, proposed comments, rack and stack, etc.  This will be critical for the Senior Rater to see when he or she sits down to review and make recommendations in the web-based process.

 

2.  Why do I have to fill out both the T-ODP and the web-based nomination process?

The T-ODP is an important piece and complements the web-based school nomination process by providing additional assignment and development information from the officer and their reviewer. However, since the T-ODP is not used for IDE/SDE nomination, it would be confusing to add school choices to the duty type pull down menus. Instead, the officer should focus on what duty type they are interested in after DE...more of a strategic view. Any other information the officer wants to provide can be added in the comments area. The statement in the article is to again emphasize to the filed the importance of having an up-to-date T-ODP on file.

 

3.  I am eligible for DE but when I logged into the website, I didn’t have a button giving me access to the web-based nomination process.  What do I do?

 

If you are eligible you should have a blue icon on your screen when you log into the AFPC Secure Web.  If you don’t, please send an e-mail to Lt Col Moene and MSgt Jones at lisa.jones@randolph.af.mil and Kathryn.Moene@randolph.af.mil explaining that.  Please list your social security number as well.  We will confirm your eligibility and notify you via e-mail that you can access the form.

 

4.  I wasn’t able to type in proposed comments for my Senior Rater.  How do I do that?

 

Only the Senior Raters and their agents have access to your form to type Senior Rater comments.  You can recommend comments via e-mail, routing them through your chain of command to your senior rater.  There is an e-mail function at the bottom of the form that will allow you to send it.

 

5.  The instructions in my comment block are different than the instructions in the message.  One says that comments aren’t required and the other says that comments are mandatory.  Which is correct?

 

This has been fixed in the system.  The block on the form now gives better guidance on the types of things eligibles could put in their comments block.  Use this block to tell the Development Teams why you chose the schools you did and how those schools would develop you.  You can also list any issues (such as join spouse) or special skills (language or experience) that would make you uniquely qualified for certain opportunities.

 

6.  My Senior Rater is wrong on my form.  How do I fix that?

 

The correct Senior Rater is the Senior Rater ID you belonged to on 1 Apr 04.  If the Senior Rater is wrong on your form, send an e-mail to Lt Col Moene and MSgt Jones at Lisa.Jones@randolph.af.mil and Kathryn.Moene@randolph.af.mil.  We will verify and update the data.

7.  Can I have someone besides my rating chain review my form?

 

Yes, you can send your web-based 3849 to any e-mail address you wish.

 

8.  Do I have to e-mail the form to my Senior Rater for comments?

 

No, when you hit the “sign” button, it will automatically be available to your Senior Rater when he or she logs into his or her web account.

 

9.  Are all major-selects eligible?

 

 No, ’94 year group major-selects are eligible but ’95 year group major-selects are not.

 

10.  I noticed a difference between the options listed in the message and what is listed on the pull-down menus.  Which is correct?

 

The choices listed on the pull-down menus of the web-based 3849 are the most current.  If you have questions or concerns about a particular opportunity, please contact AFPC/DPAPE.

11.  When I logged into my web-based 3849, I wasn’t able to make choices but the form was blank except for my duty information.  How can I fix that?

 

In nearly all cases we’ve seen, this is because the Senior Rater has already coordinated on the form and chose not to nominate prior to the individual making comments.  If you cannot make inputs or changes and there are only 2 buttons at the bottom of your form (print and e-mail), it has been signed (either by you or by your senior rater).  Please contact your senior rater’s office to confirm this prior to calling AFPC.

 

12.  Are line lieutenant colonel selects eligible?

 

No.

13.  How do I read the comments & status on my 3849?

 

When the eligible officer looks at the 3849 they will only see “Senior Rater signed form on Date/Time…”  Senior Rater’s comments are not visible to the officer nor is the status of any nomination (i.e. nominated, not nominated), so the Senior Rater and/or their execs will need to provide copies of their 3849.

 

14.  Will I be able to view the web-based 3849 once the system is turned-off?

 

No…this website is only temporary and once the web-based 3849 application is turned-off the 3849s will no longer be available.
