ABOUT AFPC
The Air Force Personnel Center (AFPC), with
headquarters at Randolph Air Force Base, Texas, is a field operating
agency of Headquarters U.S. Air Force, the Office of the Deputy Chief of
Staff for Personnel. The center has responsibility for managing
personnel programs and carrying out policies affecting Air Force
active-duty and civilian members.
The AFPC mission is to integrate and execute personnel operations to
develop Air Force people and meet field commanders’ requirements. AFPC
supervises and directs the overall management and distribution of
military officers, lieutenant colonel and below; enlisted, senior master
sergeant and below; and civilian personnel at grades GS-15 (or
equivalent) and below. AFPC also conducts military and civilian
personnel operations to include overseeing performance evaluations,
promotions, retirements, separations, awards, decorations, uniforms,
education, personnel procurement, disability processing and the Air
Force's voting program. It plans for contingencies, maintains
active-duty personnel records and provides transition assistance and
support to Air Force retirees. AFPC serves as the single manager for the
military and civilian personnel data systems covering active-duty,
Reserve, Guard and civilian personnel under the Total Force Management
Concept.
Personnel
Approximately 2,200 military and civilian personnel work at the center
who implements personnel programs affecting more than 370,000
active-duty members and nearly 144,000 civilian employees through a
worldwide network of personnel flights. Personnel computer systems
affecting an additional 106,000 Air National Guardsman and more than
148,000 participating and non-participating reservists are also managed
at the center.
Organization
The Air Force Personnel Center comprises seven directorates, each
managing several key programs.
The Directorate of Assignments is responsible for managing the
assignments and facilitating the professional development of all
enlisted members and officers below the grade of colonel, with the
exception of chief master sergeants and members of the staff judge
advocate. In addition, the directorate handles humanitarian and
exceptional family member assignments, joint duty, developmental
academic, medical and military education for officers, and officer
special duty assignments.
The Directorate of Civilian Personnel Operations is responsible
for the planning, development and integration of all actions necessary
for operation of the Air Force Regionalized Service Center, also known
as Palace Compass. This directorate manages centralized civilian
personnel processes, official personnel folders, employee history
coding, standard competitive level codes, and provides full staffing for
83 installations and partial staffing for 13 more installations. The
directorate administers full benefits and entitlements (health benefits,
life insurance, Thrift Savings Plan, retirement and death-in-service)
for 83 Air Force installations, and limited benefits and entitlements
(health benefits, life insurance, Thrift Savings Plan) for 13
installations to include a call-in counseling center. The directorate
also provides delegated examining services for all Air Force bases
worldwide and position classification services to 31 Air Force bases.
The Directorate of Personnel Data Systems is the information
technology focal point for AFPC and provides life-cycle management and
sustainment of personnel data and records management systems for active
military, Guard and Reserve. Directorate team members operate and
maintain the military personnel data system and the Air Force civilian
unique applications associated with the Defense Civilian Personnel Data
System. The directorate also develops and implements IT architectures
supporting personnel operations; introduces, assesses and facilitates
implementation of new technologies to improve business processes; and
develops, coordinates, and implements strategies to intelligently
implement proven best practices in communications and information
management.
The Directorate of Civilian Force Management manages and operates
the Air Force career management, recruitment, development and placement
programs for more than 63,000 civilian employees in officer-equivalent
positions worldwide. Through various programs the directorate is
responsible for identifying, managing, training and filling civilian
executive positions for 17 civilian career programs. The directorate
manages a variety of employee development initiatives to include
career-broadening positions throughout the Air Force, Air Force Civilian
Boards, Civilian Competitive Development Program, and the service's
participation in the Defense Leadership and Management Program.
The directorate manages the Air Force workforce renewal program through
the recruitment and development of high potential college graduates for
the Palace Acquire and Copper Cap Intern Programs. Recruiter training,
college relations, job fair participation and advertising are among the
activities accomplished to attract and hire between 420 and 550 interns
per year.
The Directorate of Personnel Program Management has the
responsibility of overseeing more than 200 officer and enlisted
personnel programs affecting every active-duty and retired Air Force
member, such as accessions, retraining, evaluations, promotions, awards
and decorations, separations, retirements, transition, retiree
activities and the Air Force Disability Program.
The Directorate of Force Operations provides centralized support
to Air Force military and civilian personnel field activities including
major command personnel staffs, Air Force accession points, military and
civilian personnel flights, commanders’ support staffs, military equal
opportunity offices, unit career advisors, and the Air Force personnel
contact center. This directorate oversees functional management of the
personnel career field including training and development; coordinates
the quality and methods of delivery for personnel services Air
Force-wide; conducts surveys, accomplishes research, and performs
analysis of personnel data in support of program management and force
development. It manages the Air Force master military personnel records
and acts as the personnel center's "face to the customer." has
responsibility for personnel policy affecting wartime and contingency
operations for total force accountability, including active and Reserve
components as well as DOD civilians. In addition, it develops readiness
systems and functions supporting wartime operations such as mobilization
and demobilization. The directorate is tasked with providing worldwide
casualty reporting, notification and assistance to the next of kin. They
are also the focal point for Air Force members missing, captured or
imprisoned.
The Director of Staff manages the infrastructure resources of the
center: finance, manpower, civilian personnel, facilities and civil
engineering, and supply. The directorate is also responsible for
developing special presentations and projects for the Commander and
Executive Director and answering inquiries from Congressional, Air Force
senior leader and Inspector General issues.
History
The Air Force Military Personnel Center was established April 1, 1963,
as a Headquarters Air Force field extension of the Deputy Chief of
Staff, Personnel, and in 1971 became a separate operating agency. Its
name was changed to the Air Force Manpower and Personnel Center in 1978,
when the Air Force integrated the manpower and personnel functions at
U.S. Air Force Headquarters level.
In October 1985, the manpower function was realigned and separated from
personnel. This resulted in the center being renamed the Air Force
Military Personnel Center, Jan. 1, 1986. The center became a field
operating agency Feb. 5, 1991.
The Air Force Personnel Center was formed during a consolidation of the
Air Force Military Personnel Center and Air Force Civilian Personnel
Management Center, Oct. 1, 1995.
The former Civilian Personnel Operations was established on July 1, 1976
and was a direct reporting unit of the Air Force Directorate of Civilian
Personnel until Feb. 5, 1991 when it was renamed the Air Force Civilian
Personnel Management Center and became a field operating agency. It
became a directorate within the Air Force Personnel Center Oct. 1, 1995.
