What is an "issue?"
-- This is a specific contention involving a challenge as to why
the discharge received
may have been improper or inequitable
Can you provide an example issue?
-- At our base (or command), it is more likely you will receive a
"bad" discharge than if
you were assigned to a different base or command. Thus, my
discharge is inequitable.
