Change 4 consists of a new Chapter

entire chapter is reprinted because of page changes. Section 3-202
provides for official participation in the management of certain designated
entities, such as the Army Emergency Relief. Change 4 also allows
the heads of DoD Component commands or organizations to determine the "Federal
Government workplace" under JER sections 3-211(b) and 3-300(a)(2) for purposes
of fundraising.
