Procurement policy is a tiered system starting with the Federal Acquisition Regulations (FAR). The Department of Defense (DoD) adds additional requirements in the Defense Federal Acquisition Regulation Supplement (DFARS). The Department of the Navy (DoN) provides DoN specific requirements with the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) and its accompaning Navy Marine Corps Acquisition Guide (NMCAG). Additionally, policy memorandum are issued between the issued revisions of these documents.
The Navy Acquisition Procedures Supplement (NAPS) was superceded by the NMCARS and NMCAG, but is available for reference.
