GRANTS MANAGEMENT DIVISION
The purpose of the Grants Management Division (GMD) is to support NOAA's program offices by reviewing solicitations for applications, processing applications, negotiating awards, managing administrative and financial aspects of awards, monitoring progress against expenditures, resolving audit problems, and closing out awards when the projects are completed. Grants Management Division sponsors workshops and training sessions for recipients and program officials to keep the NOAA grants community current on procedures and requirements relating to grants and cooperative agreements.
Grants and cooperative agreements play an important role in accomplishing NOAA's mission. The NOAA Grants Management Division and Mountain Administrative Support Center in Boulder, Colorado (which administers awards to NOAA's Environmental Research Laboratories' Joint Institutes) processed 1,498 awards totaling $906 million to about 300 recipients in fiscal year 2002. That is more than 20% of NOAA's annual budget. The Grants Management Division's staff also processed an equal number of unfunded amendments to current awards (e.g., budget revisions, time extensions, etc.).
