Discovery & Invention includes
research categorized as 6.1 and 6.2 by the Department
of Defense
6.1 Research includes scientific study and experimentation
to increase knowledge and understanding in the physical,
engineering, environmental and life sciences related
to long-term naval needs.
6.2 Research includes efforts to solve specific
naval problems, short of major developments

Research Areas and Thrusts
The ONR S&T Program is organized for purposes of investment
and management into what are termed thrusts, which are grouped
into 23 Research Areas. Thrusts are integrated programs designed
to foster innovation in a scientific or technological discipline
(e.g. nanoelectronics, computational methods) or a discrete
system concept or capability (e.g., underwater weaponry, combat
casualty care).
Special areas of extended interest have been denoted as Science
and Technology Grand Challenges for the Department of
the Navy. These are long-term research and development efforts
over a twenty to fifty year time frame. The Grand Challenges
are not funded as specific programs, rather they are intended
to inspire and guide the paths of Discovery and Invention
within the context of relevant research trusts.
There are fields upon which a wide range of fundamental naval
capabilities depend. Often ONR is and is likely to continue
to be the only significant US sponsor. These fields are referred
to as National Naval Responsibilities, currently the only
approved fields are Ocean Acoustics and Underwater Weaponry.

Performers
of Naval Discovery and Invention Programs
Research resulting in discovery and invention is performed
by many university, government, and industry laboratories.
The major naval performer of the ONR Discovery and Invention
Program for 6.1 research is the US
Naval Research Laboratory.
The 6.2 research naval component is shared by many Navy and
Marine Corps laboratories.
