Introduction to the
Manpower Panel
Members of the Air Force Manpower community have a broad range of responsibilities:
manpower resource management, manpower requirements determination, process improvement
studies, wartime manpower planning, organization design and maintenance, strategic
planning, management consulting services, Competitive Sourcing studies, IDEA program, and
productivity improvement programs. In the past, significant changes in the Air Force in
terms of organization and size, increased demand for services offered separately by the
Manpower communities. Even greater force structure changes are forecast for the next few
years and Air Force leadership will draw on the capabilities of the Manpower community
even more.
The civilian workforce comprises approximately half of the Manpower community.
Preparing a highly skilled, experienced workforce for mid-level and senior positions is a
top priority of our senior leaders, and the Manpower Panel (MRP) is the
primary vehicle for providing the necessary training, educational, and experiential
opportunities.
In general, Air Force employees in manpower-related functions at grades
GS-9 and above may be eligible to apply for over 700 positions managed by the program.
