This section is designed for the military and civilian men and women of the Navy in the National Capital Region whose commands are involved in shore installation restructuring (SIR) initiatives, such as Regionalization, Competitive Sourcing or Business Process Reengineering (BPR).

Naval District Washington, and the Navy’s shore establishment in general, approaches shore installation restructuring initiatives as part of  the Navy’s proud tradition of innovative change and constant progress.   Naval District Washington’s shore installation restructuring efforts are largely in the areas of Regionalization, Competitive Sourcing and Business Process Reengineering.  These three initiatives are closely related to each other and are all aimed at improving the efficiency and effectiveness of our support enterprise.  Many of our employees will be involved in one or more of these business initiatives over the next several years.

The Navy’s infrastructure reduction efforts are aimed toward recapitalizing the Navy.  Shore establishment restructuring is necessary in order for the Navy to recapitalize and modernize for the future while maintaining Fleet readiness within projected budgets.  Our efficiencies and process improvements here at Naval District Washington directly impact Fleet readiness!
