The acquisition of Commercial and Non-Developmental Items (CANDI) represents an approach that allows the Department of Defense to save costs, shorten fielding time, and reduce risks associated with new development. DoD must buy from the commercial market to access state-of-the-art technology and products. In many of the technological areas significant for defense items such as communications, electronics, and computers, the pace of evolution resulting from high commercial demand outstrips the capabilities of any government research and development (R&D) program. Use of existing, previously developed items, whether commercial or military, can be beneficial to the DoD.
