Risk Management

Overview

Risk Management is a proactive management approach to meet program objectives and keep risk at an acceptable level. This is done by controlling the risks associated with the design, test, manufacturing, technology, and support functions that are part of systems acquisition. A good risk management program can enhance program management effectiveness and provide managers with an important tool for reducing a system's life cycle costs.

Historically, Navy technical risk management efforts have been directed almost exclusively toward:

  1. Identifying technical risk, then
  2. Reducing that RISK to the lowest level possible

Today, primarily as the result of limited resources and major Acquisition Reform implementation, Navy technical risk management must be approached in a more thorough manner. Difficult questions must be seriously addressed and soon resolved if NAVY programs are to succeed. Some of the issues which must be addressed are:

  • Where should risk management or risk reduction be focused, with limited resources available?
  • How much risk is acceptable?
  • How can risk be shared between Industry and Government in an acceptable way?
  • Which kinds of Risk trade-offs can lead to success? ...Which to failure?
  • Are there any absolutes in Risk Management anymore?

Initiatives are under way to establish consistency among NAVY Program RISK Methodologies. ASN(RD&A)ABM is taking the lead in this effort. The first two of these initiatives, a risk management survey and a technical risk management guidelines document, NAVSO P-3686, have been completed.
