The DoD set a goal in the mid-90's of replacing its detailed military specifications with performance specifications, interface standards, and commercial specif ications and standards. There are occasions when the most cost effective and sensible solution is a detailed military specification or standard. In general, waivers are needed to cite a detailed military specification or standard as a requirement in a solicitation for a new ACAT program or a major modification or upgrade to an ACAT item. In general, waivers are not needed to cite a detailed military specification or standard as a requirement in a reprocurement solicitation. However, there are some exceptions to these generalities, and you should look at paragraphs C3.8.4 and C3.8.5 in DoD 4120.24-M to understand these exceptions.
