This bulletin contains ARS policy and ADO responsibilities regarding electronic inventions reporting via iEdison for extramural agreement awards in compliance with federal reporting requirements.

1.    Introduction

In order to meet The Office of Technology Transfer (OTT) new electronic Patents, Inventions & Copyright reporting requirement for extramural awards, general and special provisions forms REE-452 and REE-453, for assistance and non-assistance awards and extramural agreement (signature page) form REE-451 has been revised to include the new invention reporting requirements.

The new requirements prescribe the use of the Interagency Edison (iEdison) web site for reporting inventions and patent utilization data. The system supports a “Common Face” for Invention Reporting to the Government and has been designed to facilitate the grantee/cooperator institution's compliance with applicable laws and regulations mandated by the Bayh-Dole Act whose purpose is to ensure transfer of technology from the research laboratory to the commercial/public sector.

2.    Policy

Effective July 1, 2002, all new ARS extramural awards must include the attached revised forms REE-452 and REE-453, which prescribes the use of iEdison for Inventions reporting.
