NAFI

Origin
The Navy Air Force Interface (NAFI) is a contract repository and was fielded in 1998 to address DoD Paperless Directive MRM#2. NAFI provided a means to eliminate the costly and cumbersome system of distributing paper contracts to DFAS, requiring offices, funds administrators, and other interested stakeholders. Since its deployment, NAFI has become the central repository for all DoN, and USAF contracts and contract index information and will soon house US Coast Guard contracts and indices.

NAFI supports the following strategic needs of the US Navy and Air Force Acquisition Community:

- Support Vision of Seamless End-to-End Procurement Process
- Need to Warehouse Data in a Cost-Effective Manner
- Need to provide a contract document repository for Navy
- Need to Distribute Data Strategically
- Need to provide electronic document distribution capability to Government contracting and vendor communities
- Meet the requirements of DoD and US Navy mandates:Naval Acquisition Procedures Supplement (NAPS): 5204.201 (DFARS 204.201)Need to Gather Data Efficiently

NAFI Work-Flow

Current Capabilities
The capabilities and value of NAFI are the result of technical and functional iterations over-time, creating a dynamic solution environment, where the needs of Navy users are the number one priority. This environment currently provides:

- NAFI stores more than 1.8 million contract files and supports more than 40,000 active users.
- Enables sites to upload contract documents using either an automated batch or real-time interface directly from contract writing systems.
- Provides web-based interface for manual upload of contract documents
- DOD EDA system still does not have a manual upload interface
- Impacts 20% of Navy (some field activities do not have automated upload)
- Electronic distribution of contract documents to government users and vendors.
- Workflow management of key processes:
- DD1716 contract deficiency report resolution: toolset to reduce interest charges
- Real-Time Data Replication provides higher system availability.
- Guaranteed and Secure (non-FTP) Delivery of file uploads via COTS integration broker (UI)

Future Impact
NAFI's current business solution provides the Navy with many direct and tangible benefits. Specifically, NAFI electronic distribution eliminates expensive paper distribution of contracts, resulting in more efficient distribution process, saving estimated $2.4M annually. Prompt pay interest decreases, since NAFI provides immediate, worldwide access to awarded instruments to DFAS. Over 1.6 million documents online.
