Regulatory Basis
The Contractor Performance Assessment Reporting System (CPARS) was created by the Naval Sea Logistics Center, Det. Portsmouth, in April 1998 to address the Federal Acquisition Regulation (FAR) requirement to collect past performance information for Federal contractors and to consider that past performance information in Federal source selections. CPARS is designated as the Navy's official contractor report card collection system in the Navy-Marine Corps Acquisition Regulation Supplement (NMCARS).

Current Capabilities
CPARS supports electronic preparation of contractor report cards for contracts meeting the following dollar thresholds:

* Threshold applies to anticipated total contract value over contract life cycle (i.e., includes unexercised options and modifications).

The CPARS electronic workflow process allows Government officials such as Program Managers, Integrated Product Team Leads, Contracting Officer's Representatives, Contracting Officers, and Requirements Officials to rate a contractor's performance on a given contract for a specified period of time (generally one year). CPARS also allows the contractor to electronically submit comments regarding the Government's assessment and to indicate concurrence or non-concurrence with the overall evaluation. The CPARS workflow process includes an electronic "check-and-balance" whereby a senior official reviews each Government-Contractor disagreement to ensure that the final report card reflects a fair evaluation. Completed report cards are then uploaded to the Federal Past Performance Information Retrieval System (PPIRS) for use in best value evaluations by source selection officials across the Federal Government.

CPARS Initiatives
Reporting Compliance - The Naval Sea Logistics Center, Det. Portsmouth, is working to improve existing compliance reporting tools which measure contractor reports cards in the database against the number of contracts eligible for reporting. The improved reports will be distributed to the Navy Systems Commands on a quarterly basis so that eligible contracts can be identified shortly after award. In addition, CPARS contains a number of flexible, built-in status reports which provide activities with "on demand" information regarding report card completions, due dates, and outstanding actions.

Report Card Quality - The CPARS application contains a CPARS Quality Checklist designed by the CPARS Management Board (CMB), a group of past performance experts in both the policy and functional arenas. The checklist contains helpful hints covering a range of topics including entering administrative contract information, effective narrative writing, and planning for the CPARS process. In addition, CPARS training offerings highlight tips for writing quality report cards.

Training - The Naval Sea Logistics Center, Det. Portsmouth promotes an aggressive CPARS training program. The program includes quarterly training seminars and on-site training upon request, with web-based training to become available in the near future. Training offerings cover a range of topics including past performance policy, contract reporting thresholds, the CPARS workflow, automation, hands-on training, and preparation of quality report card narratives.
