AWOC-Controlled AssignmentsAs required by the DAWIA, SECNAVINST 5300.36 Department of the Navy Acquisition Workforce Program states that certain senior Critical Acquisition Positions (i.e., Program Executive Officers and ACAT I & II Program Managers) must be filled with the best qualified individuals, regardless of military or civilian status (See Part 1, Chapter VIII, SECNAVINST 5300.36 (PDF File)). Those positions are managed by the AWOC. AWOC-controlled assignments are divided into two categories: Those that will always be presented to the AWOC - ACAT I and II Program Managers (Category 1) - and (Category 2) those that will be presented when the selecting official deviates from the slating panel's number one ranked candidate, or when waivers are required because the selectee does not meet DAWIA requirements. Assignment Procedures and Related Matrices*The following matrices show the assignment procedures and requirements (including waiver possibilities) for ACAT I & II Program Managers and Deputy Program Managers.
ACAT I Program Managers (PDF File) For use in a scheduled AWOC, the relevant form(s) below should be downloaded, filled out and delivered, by hand or e-mail, to the Executive Director's AWOC assistant in the DACM office no later than the due date:
Nomination Matrix for ACAT I & II PMs Under Relevant Experience on the nomination matrix, always list dates (yy/mm) for the start date and end date of a past assignment.Make sure to keep the upper portion of the form intact with the blank spaces below filled out. If you do not have both military and civilian nominees, state why in the margin below the form.On the Billet Information Sheet, be sure the Projected Reasignment Date (PRD) is the approximate date that the nominated PM/DPM will take over. *Also attached for your information are three matrices of positions showing assignment procedures and requirements for Program Executive Officers, DRPMS and their Deputies as well as a matrix of requirements and standards for Critical Acquisition Positions (CAP).
