AWOC

Acquisition Workforce Oversight Council (AWOC)

The Acquisition Workforce Oversight Council (AWOC) was created as a result of the Defense Acquisition Workforce Improvement Act (DAWIA) which was enacted in November 1990. One of its functions is to approve military and civilian assignments for certain senior acquisition positions. The AWOC has replaced the Materiel Professional (MP) Standing Board that served as the senior selection board for MP military assignments.

The incumbent Director, Acquisition Career Management, serves as the Executive Director of the Acquisition Workforce Oversight Council.

AWOC-Controlled Assignments

As required by the DAWIA, SECNAVINST 5300.36 Department of the Navy Acquisition Workforce Program states that certain senior Critical Acquisition Positions (i.e., Program Executive Officers and ACAT I & II Program Managers) must be filled with the best qualified individuals, regardless of military or civilian status (See Part 1, Chapter VIII, SECNAVINST 5300.36 (PDF File)). Those positions are managed by the AWOC.

AWOC-controlled assignments are divided into two categories: Those that will always be presented to the AWOC - ACAT I and II Program Managers (Category 1) - and (Category 2) those that will be presented when the selecting official deviates from the slating panel's number one ranked candidate, or when waivers are required because the selectee does not meet DAWIA requirements. The following links will show the present assignments within the acquisition Commands, PEOs, DRPMs and other commands.

The following matrices show the assignment procedures and requirements (including waiver possibilities) for ACAT I & II Program Managers and Deputy Program Managers.

Under Relevant Experience on the nomination matrix, always list dates (yy/mm) for the start date and end date of a past assignment.Make sure to keep the upper portion of the form intact with the blank spaces below filled out. If you do not have both military and civilian nominees, state why in the margin below the form.On the Billet Information Sheet, be sure the Projected Reasignment Date (PRD) is the approximate date that the nominated PM/DPM will take over.

PMT-402 Executive Program Manager's Course replaces PMT 303
PMT 402A/B is a statutory requirement for all ACAT I/II PMs and DPMs. Part A is a 2-day pre-course workshop and Part B is the 4-week course. APC members have up to 6 months from the date assigned to meet this requirement.
