Defense Leadership and Management Program (DLAMP)

The Defense Leadership and Management Program is a civilian career development opportunity designed to provide DoD-wide civilian leadership and management training, education and development. This is an important training mechanism for the development of DoD's future leadership cadre. The goal of the program is to develop civilian leaders who clearly understand DoD's national security mission and can strengthen trust and communication among senior military and civilian leaders. In addition, the program creates a pool of individuals equipped to assume broader responsibility in an increasingly complex environment throughout DoD. The Department of the Navy (DON) actively participates in the program and additional selections to the program are made annually. Competition is open to DON civilian personnel at the GS/GM-13 through 15 level (and equivalent). For further information, contact your servicing civilian personnel office.

Industrial College of the Armed Forces (ICAF)

The Industrial College of the Armed Forces (ICAF) is part of the National Defense University, located in the Dwight D. Eisenhower building (#59) located on Fort Lesley J. McNair in Washington, D.C. The mission of the Industrial College of the Armed Forces is to prepare selected military officers and civilians for senior leadership and staff positions by conducting postgraduate, executive level courses of study and associated research dealing with the resource component of national power, with special emphasis on materiel acquisition and joint logistics, and their integration into national security strategy for peace and war. ICAF is a cooperating college in the Defense Acquisition University consortium. The Under Secretary of Defense (Acquisition and Training) has oversight of the acquisition content of the ICAF curriculum to ensure its relevance to senior DOD acquisition personnel. Congress has authorized ICAF to award to its graduates a Masters of Science Degree in National Resources Strategy.

The ICAF civilian nomination process is under the cognizance of the Office of Civilian Personnel Management (OCPM); the nomination process is open early in the calendar year. Nominees for this program should be career executives, GS/GM-14/15, who can be expected to continue in government service and attain key positions of responsibility and senior decision making affecting domestic and foreign policy. Notice of the nomination announcement will be posted on the Homepage when available. The military nomination process is managed by BUPERS.
