Acquisition Professional Community Military Membership

The APC consists of a select group of highly skilled military and civilian acquisition professionals who meet certain grade level, education, training and experience requirements.

Military APC applicants must either be a DON DAWIA workforce member in the grade O-4 or above, or be tentatively selected for a DON CAP. APC membership procedures for military officers are as follows:

  • Naval officers are screened annually by the Bureau of Naval Personnel (BUPERS) to determine if they meet APC standards. Those officers who meet the APC standards are given the opportunity to join the APC. Naval officers may also apply for membership completing the application in SECNAVINST 5300.36, Appendix L and forwarding it to BUPERS Code 447.
  • Marine Corps officers apply for the APC as part of review for assignment of an acquisition Military Occupational Specialty. A Marine Corps APC Selection Board is convened annually to consider applications. The Marine Corps puts out an annual notice specifying the process for making application to the APC.

DON Tuition Assistance

Under Secretary of Defense(USD) Memo, Payment of Tuition for Education and Training of Members in Defense Acquisition Workforce (10/30/00), authorizes tuition reimbursement for military acquisition workforce on the same basis as the civilian acquisition workforce from funds appropriated for required training. The USD Memo may be used as authority for reimbursing the military acquisition workforce until such time as DOD 5000.52, Defense Acquisition Education, Training, and Career Development Program, has been updated to reflect changes in Title 10, United States Code, as a result of the National Defense Authorization Act for Fiscal Year 2000.
