General Information
What is it?
The NFESC Broad Agency Announcement (BAA) program:
- Is a streamlined and flexible contracting approach.
- Identifies a wide range of innovative environmental technologies and methodologies to
solve the Navy's environmental problems.
What is the Navy looking for?
The technology or methodology should address an environmental problem under one of the
Navys four environmental pillars:
- Pollution Prevention
- Compliance
- Natural Resources Conservation
- Cleanup
The technology or methodology should not require further research or development, be in
the advanced development stage, be ready for field demonstration, and have the potential
for full-scale implementation.
Is the Navy looking for solutions to any specific problems?
What are the cutoff dates for submission of abstracts?
The BAA is published in the Commerce
Business Daily (CBD) and has rolling cutoff dates for submittal of abstracts every six
months, June and December.
Host Activities/RPMs
What are the advantages of using the BAA?
- You have direct access to over 300 technologies.
- You have direct access to over 200 contractors.
- Technologies and contractors are pre-screened and evaluated for you.
- You do not have to write a scope of work.
- You do not have to develop an independent government estimate.
- You need only one page of project specific requirements.
- Contract can be awarded without sole source or competitive solicitation.
What do you do to get a BAA award?
- Select a technology.
- Contact your Technical
Support Representative or the NFESC GBAA Coordinator at NFESC.
- Work with the NFESC representative to identify your project requirements.
- Send funding to NAVFACCO.
- Participate in negotiations with NFESC and NAVFACCO (either in-person or by telephone).
- Execute the project.

Contractors
Whats in it for you?
- Abstracts submitted in the proper format with the four evaluation criteria clearly
addressed are thoroughly evaluated for their potential benefits to the Navy. Once the
evaluation process has been completed, the abstracts that meet the basic criteria of the
BAA are assembled into a book and distributed to host activities/RPMs.
- If selected by a host activity/RPM, the contractor will be asked to submit a detailed
proposal. Requirements for the proposal, along with the specific details of the Navy
selected demonstration site, will be provided to the contractor.
What do you submit?
- Abstract of no more than three pages.
- Attachment of test data up to ten pages.
What goes in the abstract? The abstract must address the evaluation
criteria provided in the BAA published in the Commerce Business Daily (CBD). Click here to view the full CBD announcement. The abstract must describe the merits and objectives of the
contractors technology or methodology with sections discussing:
- The overall innovativeness, scientific/technical merits, and objectives.
- The capabilities, related experiences, or techniques which are integral factors in
achieving the proposed objectives.
- The qualifications, capabilities, and experience of key personnel.
- The reasonableness of cost relative to the proposed approach, or other relevant cost
data.
