DTIC Specialized Programs

Historically Black Colleges and Universities/Minority Institutions  (HBCU/MI).  The DTIC^® HBCU/MI support provides access to scientific and technical information products and services to faculty, staff, and students of Historically Black Colleges and Universities (HBCU), Hispanic Serving Institutions (HSI), Tribal Colleges and Universities (TCU) and other Minority Institutions (MI). The products and services assist institutions with developing and improving their scientific and technical curriculum and research programs and to strengthen their abilities to compete for federal grants and contracts. Small Business Innovation Research/Small Business Technology Transfer Programs (SBIR/STTR). DTIC's Small Business Innovation Research support provides technology transfer opportunities and comprehensive technical information support to small, high-tech companies. The DoD SBIR/STTR solicitations foster the participation by small firms in high-tech research and development to address DoD needs. University Research Support (URS). This program is designed to improve the quality of research performed at universities to meet Defense needs; provide expanded opportunities for interaction between universities and the DoD research community; and support fellowships and traineeships in science and engineering disciplines important to national defense. Through this program, DTIC makes its products and services available to universities throughout the U.S.

Information Analysis Centers (IACs). IACs are formal organizations chartered by the DoD to help locate, analyze, and use scientific and technical information. Staffed by experienced technical area scientists, engineers, and information specialists, the IACs establish and maintain comprehensive knowledge bases which include historical, technical, scientific, and other data and information collected on a world-wide basis. DTIC administratively manages and funds 13 contractor-operated joint service-oriented IACs. Other DoD activities manage an additional nine IACs.

Manpower and Training Research Information System (MATRIS). Located in San Diego, CA, MATRIS provides information services which facilitate contact and communication among researchers in the Manpower, Personnel, Training, Human Factors, Biomedical, and Human Safety/Survivability fields, prevent duplication of effort, build on previous research, and supply managers with program overview and funding information. The staff also provides assistance to the Small Business Innovative Research Program through information disemination and Internet forums (SITIS/STTR Systems) by providing information on dual use/technology transfer programs, making available data on research which has a high transfer potential to private industry.
