The TR Bibliographic database is a collection of nearly
two million citations to print and nonprint technical reports which convey
the results of Defense-sponsored Research, Development, Test, and Evaluation
(RDT&E) studies. These reports are submitted to DTIC where they are
cataloged and assigned an accessioned document (AD) number. Products and
services available from the TR collection, including subject and current
awareness bibliographies and automatic document and tape distribution,
are discussed in the Products and Services section.
The Research Summaries database provides a rapid exchange
of technical and management data describing ongoing DoD research and technology
efforts at the Work Unit level. It is an integral part of the management
and conduct of DoD RDT&E programs and provides summary descriptions
of the technical content, performers, monitors, and funding sources of
DoD research or technology efforts.
The Research Summaries database increases the effectiveness
of the DoD RDT&E program by providing descriptions of R&D efforts
to DoD and other Government scientists, engineers, managers, and their
contractors in industry and academia. It identifies R&D efforts in
a full range of scientific and technology disciplines, allowing managers
to coordinate programs and eliminate overlap and duplication of effort.
It also provides defense contractors access to data on planned, ongoing
and completed work so their efforts can focus on issues of direct benefit
to DoD. (Products and services that provide access to the Research Summaries
database are discussed under Management Summaries
in the Products and Services section of this
handbook).
STINT (Scientific and Technical Information
Transfer), a web-based input
system created by the Air Force, is designed for users to easily report
new starts or record progress on previously-submitted R&D efforts.
Employing sophisticated technology while remaining intuitive and user-friendly,
the system provides an attractive, effective method to input, retrieve
and update information for Research Summaries records. DTIC adds this
information to the database at least three times a month. STINT is available
from DTIC at no cost to any Research Summaries contributor. For additional
information about the Research Summaries database go to http://www.dtic.mil/dtic/submitting/rs.html.
The IR&D database contains technical plans for programs initiated and performed by federal contractors that are not entirely funded by DoD. Access is limited to DoD personnel and to other federal agencies upon request and with approval of DoD. Online access to this proprietary data is available only through Secure STINET.
The IR&D database is designed to enhance communication
between DoD scientists and engineers and their counterparts in industry.
DoD organizations use the database to avoid duplicating ongoing industry
R&D efforts and to identify contractors with expertise in areas significant
to DoD programs. Contributors to the IR&D database submit data to
DTIC on diskette, CD-ROM, zip disk, or magnetic tape. For additional information
on the IR&D database contact the DTIC IR&D manager at (703) 767-9039,
DSN: 427-9039. (Products and services that provide access to the RS database
are discussed under Management Summaries
in the Products and Services section of this handbook.
DEPARTMENT OF DEFENSE RESEARCH AND DEVELOPMENT DESCRIPTIVE SUMMARIES

support database which provides a centralized source of unclassified information
on planned, ongoing, and recently completed research within the Manpower,
Personnel, Training, Simulation (MPTS), Human Factors (HF), and Safety
Technology (ST) areas. Data sources include summaries and reports from
the many R&D laboratories and field activities, as well as MPTS budget
documents, such as Congressional Descriptive Summaries (CDS). MATRIS services
and products are available to registered users of DTIC and to members
of the R&D manpower, personnel, training and human factors community.
See more information about MATRIS capabilities,
products and services under Specialized Data Centers and Collections.
DTIC provides technical reports from its collection on
a demand basis in paper copy, microfiche, nonprint and electronic formats.
Technical reports under DTIC's control are distributed in accordance with
the security level, need-to-know and assigned distribution statements
of the reports. Documents can be ordered via DTIC Form 1, Document
Order Form, telephone, Fax, letter, or email. Or you can use the document
ordering functions within STINET or Web Enabled DROLS (WED) databases.
DTIC has two electronic mailboxes established to receive
and process document orders:
rp-orders@dtic.mil
Document orders sent to this address are automatically monitored, downloaded
and forwarded to DTIC's Request Processing System. This mailbox is designed
for processing of routine orders, or those that do not need special handling.
msorders@dtic.mil
Document orders are manually monitored and processed through DTIC's Request
Processing System. This mailbox is for orders that do need special treatment,
such as those for pick up, priority shipment, or express mail service.
DTIC's Reference and Retrieval Services Branch offers
a priority service to all DTIC registered users with deposit accounts
or registered credit cards. This is not the Priority Service offered by
the U.S. Postal Service. Orders are ready for pickup or for mailing the
day after the order is placed. Pickups are available only to users within
the Washington, D.C. area and must be processed by DTIC staff. Users are
notified when their pickup order is ready. Arrangements must be made in
advance to pick up classified material. Express mail service is available
for both classified and unclassified documents. All priority services
incur additional charges that will be automatically debited to your deposit
account or credit card.
Full text unclassified unlimited documents are available
for downloading from STINET, Secure STINET, and the WED web sites.
Under the ADD program, DTIC users establish profiles
of their subject interests and regularly receive microfiche of newly acquired
reports matching those interests. Profiles may consist of descriptors
or elements such as fields or groups, contract numbers, source codes,
personal authors, or combinations of these and other retrieval elements.
Profiles may be changed at any time at no cost. Registered DTIC users
may request ADD service and have a profile constructed by email, letter,
FAX or telephone.

Bibliographies are listings of citations to technical
reports based on searches of the TR Bibliographic database. Technical
report titles with their corresponding AD numbers, descriptive data, and
abstracts (if available) are included in the citations. The three main
types of bibliographies offered by DTIC are Demand, Direct Response, and
Current Awareness. They differ in time periods covered by the searches,
response time, and product format.
A demand bibliography is the result of a literature search
performed by a DTIC retrieval expert at the request of a user. The user
should receive the bibliography within 10 working days. The search usually
covers the last 10 years or less, but the entire database may be searched
if requested. Registered DTIC users may request a demand bibliography
by telephone, Fax, email, letter, or by completing a DTIC Form
64, Request for DTIC Database Products.
A registered user who would like to work with one of
DTIC's information retrieval specialists while that specialist performs
the user's literature search may arrange an unclassified visit to DTIC
at any of its locations. Interaction between the user and the search specialist
maximizes search relevance and recall. To work with a retrieval expert
at DTIC's Fort Belvoir, VA facility, call the Customer Help Desk at: 1-800-CAL-DTIC
(225-3842); (703) 767-8266; or DSN 427-8266. Allow at least 24 hours notice
before you want to visit DTIC. A classified visit to DTIC requires written
certification by the visitor's agency security officer (see
Appendix E).
A direct response bibliography provides a list of AD
numbers and titles of technical reports which meet a specific information
request received by telephone (703) 767-8274 or DSN 427-8274, Fax (703)
767-9070, letter or email. DTIC will respond within 24 hours by telephone,
FAX, or email with at least a partial listing of relevant AD numbers.
If requested, a complete bibliography will follow by mail.
CURRENT
AWARENESS BIBLIOGRAPHY (CAB), ELECTRONIC CURRENT AWARENESS
BIBLIOGRAPHY (ECAB), AND ECAB-DOCS PROGRAMS
CAB is a customized, automated subscription program based
on a user's subject interest profile. A DTIC information retrieval specialist
will establish a subject profile that describes your interests. This profile
is matched against newly acquired accessions in the TR bibliographic database.
The end product is a technical report bibliography, mailed to the user
bimonthly, containing citations to new reports matching the profile.
ECABs are electronic versions of CABs emailed to you
twice a month. ECAB is free and you may set up as many profiles as you
need. For security reasons, ECAB's contain only citations to unclassified
documents and citations to limited documents do not contain abstracts.
Registered DTIC users may subscribe to the CAB Program by telephone, Fax,
or email.
ECAB-DOCS enhances the convenience of CAB and ECAB by
providing access to the documents available online in full text with hyperlinks
embedded in the citations. The hyperlink launches Secure STINET and once
you enter your login and password, you are instantly pointed to the desired
document. Users must be Secure STINET subscribers in order to register
for ECAB-DOCS. Registration for Secure STINET is free to the DoD community

users can obtain compilations of RS and IR&D summaries on demand or
through the Current Research Summaries program described below.
RS database summaries describe research and technology
efforts funded by DoD at the work unit level. Each summary contains key
data such as title, brief description, responsible and performing organizations,
points of contact, and funding information. The summaries pertain to ongoing
efforts, as well as to planned and completed efforts.
The summaries from the IR&D database describe work
performed at the project level. Each summary contains key data such as
a project title, organization name, focal points, a narrative description,
and expenditure data. These summaries are only available to DoD components
and other U.S. government agencies that have been approved by DoD.
DTIC retrieval specialists create demand summaries from
the RS and IR&D databases in response to user subject needs and desired
format. Registered DTIC users may request a demand summary by completing
a DTIC Form 64, Request for DTIC Database Products, or by telephone:
1-800-CAL-DTIC (225-3842); (703) 767-8274; or DSN 427-8274. You may fax
your request to (703) 767-9070 or send email to bibs@dtic.mil. Remember that the IR&D database
is only available to DoD organizations and other OUSDR&E-approved

SMALL BUSINESS INNOVATION RESEARCH (SBIR) PROGRAM SUPPORT
The Small Business Innovation
Development Act of 1982, as amended and reauthorized, requires Federal
agencies with annual extramural R&D budgets over $100 million to carry
out SBIR programs. SBIR objectives include stimulating technological innovation
in the private sector, strengthening the role of small business in meeting
DoD R&D needs, and increasing commercialization of DoD-supported R&D
results.
DTIC supports the DoD SBIR
and the related Small Business Technology Transfer (STTR) programs by
providing technical information assistance to companies eligible to participate
in these programs, specifically, domestic firms with 500 or fewer employees
and having an R&D capability. These companies may receive public release
bibliographic and report information from DTIC at any time during the
year. In each of two solicitation periods, firms can receive up to 10
technical reports at no charge.
Small Business Program registrants
may take advantage of any DTIC unclassified/unlimited product or service.
Two specific DTIC products, TIP and SITIS, were created for the program.
SITIS (SBIR/STTR Interactive Topic Information System) provides moderated
communication between potential bidders and the DoD Laboratory personnel
responsible for solicitation topics. Using SITIS, DoD can respond to specific
technical questions while preserving competitive fairness because anonymity
is maintained and all questions and answers are available to all competitors.
A TIP (Technical Information Package) is compiled for each of the hundreds
of SBIR topics in the solicitations. TIP's are available on the World
Wide Web via the Online TIP System (OLTIPS). TIP are bibliographic listings
from the DTIC Technical Report bibliographic database of information broadly
relating to the solicitation topics. In addition to utilizing TIP's, SBIR/STTR
users are encouraged to search the DTIC Technical Report database on their
own using STINET or to have searches done to identify documents of specific
interest.

CAB-L: CAB-L gives Current Awareness Bibliography users the
opportunity to let DTIC know what they think of the product, recommend
changes, share ideas, and receive instant communication from DTIC about
product enhancements or announcements.
CODEV-L: The collection development electronic mailing list
provides a mechanism for DTIC contributors to communicate easily with
DTIC to ask questions, identify problems, and submit suggestions. Contributors
to any of DTIC's databases (Technical Report, Research Awareness Initiative,
Independent Research and Development, and Defense Technology Transfer

Thesaurus for comment, make announcements about advances in techniques
and software, and post comments on the current system as well as proposals
for modifications to the current Thesaurus.
IRD-L: IRD-L is for all Independent Research and Development
(IR&D) users, whether they are online or receive current research

about the products, hear what their colleagues have to say, learn about
any new enhancements to the products, and communicate directly with DTIC's
product managers.
MILAS-L: Assists DoD librarians in their library automation
activities.
STINET-L: Alerts Secure STINET subscribers to changes or enhancements
to the product. You can also email your questions, problems, and suggestions

CD-ROM subscribers to voice their opinions about the product, recommend
enhancement, find out what others have to say about it, and learn how
DTIC plans to enhance it.
USER-L: Informs DTIC users of new and enhanced products and
services as well as changes to DTIC policies and procedures.
