AN INTRODUCTION TO DTIC

MISSION

As a component within the Defense Information Systems Agency (DISA), the Defense Technical Information Center (DTIC) provides support for our nation's warfighters by serving as the central point within the Department of Defense (DoD) for acquiring, storing, retrieving, and disseminating scientific and technical information (STI) to support the management and conduct of DoD research, development, engineering, acquisition planning, and studies programs. DTIC's governing regulation is DoD Directive 3200.12, DoD Scientific and Technical Information Program (STIP), dated 11 February 1998. To carry out its mission, DTIC pursues a program for applying advanced techniques and technologies to DoD scientific and technical information systems to improve services and information transfer effectiveness.

USER COMMUNITY

DTIC services are available to DoD and its contractors and to other U.S. Government agencies and their contractors. Organizations may also become eligible for service under the Potential Defense Contractors Program, the Historically Black Colleges and Universities/Minority Institutions Program, the University Research Initiative Program, or the Small Business Innovation Research Program.

CONTRIBUTORS

In many instances, contributors to DTIC are also users of DTIC. Primary contributors are DoD organizations and those under contract to DoD. Submissions include reports and other materials generated by scientists, engineers, managers, economists, students, acquisition specialists, professors, program managers, and others within governmental, industrial and academic organizations. Additional contributors are foreign governments and other U.S. Government agencies and their contractors.

LOCATIONS

DTIC's main facility is located at Fort Belvoir, Virginia. Other DTIC sites serve localized communities and special research interests through regional offices in Albuquerque, NM; Boston, MA; Dayton, OH; and Los Angeles, CA; and through the Manpower and Training Research Information System (MATRIS) office in San Diego, CA. Staffed with information specialists, DTIC's regional service facilities offer many of the services provided at Fort Belvoir. The MATRIS office provides access to a specialized database that serves a broad spectrum of DoD users and operates as an automated decision-support system.

Regional Offices Service

Technical Information Specialists are available at the four regional offices to identify and locate technical reports and to assist in retrieving information from DTIC's databases. These specialists also assist DROLS users with search techniques. DROLS training may be also arranged at the regional offices. Unclassified unlimited technical reports deposited at DTIC are available for viewing and reproduction at the Midwestern, Northeastern, Southwestern and Western Regional Offices. Each office can assist in ordering copies of requested documents. Contact the individual offices for specific information.

DTIC's regional office staff carries out liaison with business and professional groups in their local areas. Although the first priority of each regional office is to assist with document searches, the specialists also: respond to requests for registration; answer both general and technical questions about every function of DTIC; work with small and disadvantaged business offices; represent DTIC at regional conferences; and promote DTIC's services to potential users. Except for hardware support and research, each regional office is a "DTIC in miniature."

REGISTRATION FOR DTIC'S SERVICES

HOW TO REGISTER

Because of the type of information DTIC handles, all users are required to register for service other than those available from Public STINET. A registration packet with necessary forms and information about DTIC products and services is available upon request. DTIC's registration kit also contains the manual entitled Registration Guide to the Defense Technical Information Center (DTIC), which helps organizations determine their eligibility for DTIC services and outlines registration procedures. Organizations must update all registration forms in writing when changes occur in their organization name, address, or point of contact.

Contractors

Submit a DD Form 1540, Registration for Scientific and Technical Information Services
http://web1.whs.osd.mil/icdhome/DD1500-.htm to the contracting officer for certification and approval. The registrant supplies data such as organization name, address, prime contract number and its expiration date, and the security classification of the information that will be requested. DD Forms 1540 remain in force for the period authorized by the contract number.

DoD

Register by telephone, Fax, email, or letter to receive unclassified information. Submit a DD Form 1540, Registration for Scientific and Technical Information Services http://web1.whs.osd.mil/icdhome/DD1500-.htm to receive classified information.

U.S. Government Organizations

Register by telephone, fax, email, or letter to receive unclassified unlimited information. Submit a DD Form 1540, Registration for Scientific and Technical Information Services http://web1.whs.osd.mil/icdhome/DD1500-.htm to receive unclassified limited and classified information.

CERTIFICATION PROCEDURES FOR EXPORT-CONTROLLED INFORMATION

Contractors

Certification procedures are implemented by DoD Directive 5230.25, Withholding of Unclassified Technical Data from Public Disclosure, which addresses the protection of technical data not meeting the criteria for security classification, but which does disclose critical technology with military or space application. Qualified U.S. contractors become eligible to access such data by registering with the Defense Logistics Information Service (DLIS). A "qualified U.S. contractor" is an individual or enterprise that is certified with DLIS and meets the following conditions:

  • Designates an individual to act as recipient of such data who is a U.S. citizen located in the U.S.
  • Assures that requested data is needed to bid or perform on a government contract or to complete other legitimate business.
  • Assures compliance with export-control rules.
  • Assures that no employee or agent who will have access is ineligible to perform on government contracts or has violated export-control laws.
  • Assures that the contractor is not ineligible to perform on government contracts nor has been convicted of export-control law violations.

Contractors submit a DD Form 2345, Militarily Critical Technical Data Agreement

http://web1.whs.osd.mil/icdhome/DD2000-.htm to the DLIS in Battle Creek, MI in order to be eligible to receive export-controlled technical data. For additional information, contact the DLIS Certification Office at 1-888-282-7682. The DD Form 2345 is also available from DTIC's Registration Branch.

  • DD Form 2345 does not have to be reviewed or signed by a government contract monitor. Make sure that the blocks on DD Form 1540 and DD Form 2345 concerning Organization Name, Organization Address, and Individual's Name agree.
  • Send the form to DLIS (address on top and reverse of form)
  • Send a copy of the DLIS certification to DTIC.

Certification with DLIS is good for five years and must be renewed to continue DTIC services. It may be revoked if rules are violated. A current government contract or grant is not necessary to register with DLIS.

DTIC incorporates the status of DLIS certification into the DoD User Registration System.

DTIC includes a Distribution Availability Code (Code 7) in Technical Report bibliographic database records to identify documents that are export-controlled.

Paper copy technical reports reflect the export-control warning statement. Microfiche documents include the term EXPORT CTRL on the left side of the eye-readable header directly above the word UNCLASSIFIED. Nonprint products have the export-control statement on the label.

DoD Directive 5230.25 applies to all documents marked with distribution statement X (U.S. Government Agencies and Private Individuals or Enterprises Eligible to Obtain Export-Controlled Technical Data), and unclassified documents assigned distribution statements B through F, if they also carry the export-control warning statement.

DoD and U.S. Government Agencies

DoD and U.S. Government agencies are not required to submit a DD Form 2345 in order to receive export-controlled information.

POTENTIAL CONTRACTORS PROGRAM (PCP)

For organizations or individuals who do not have current contracts or grants with DoD, the Potential Contractors Program provides technical information support through DTIC to industrial companies, educational institutions, nonprofit technical organizations, and individuals with adequate research and development (R&D) capabilities and a legitimate potential to do business with DoD. DESCRIPTION OF MAJOR DATABASES

TECHNICAL REPORT (TR) BIBLIOGRAPHIC DATABASE

The TR Bibliographic database is a collection of nearly two million citations to print and nonprint technical reports which convey the results of Defense-sponsored Research, Development, Test, and Evaluation (RDT&E) studies. These reports are submitted to DTIC where they are cataloged and assigned an accessioned document (AD) number. Products and services available from the TR collection, including subject and current awareness bibliographies and automatic document and tape distribution, are discussed in the Products and Services section.

RESEARCH SUMMARIES (RS) DATABASE

The Research Summaries database provides a rapid exchange of technical and management data describing ongoing DoD research and technology efforts at the Work Unit level. It is an integral part of the management and conduct of DoD RDT&E programs and provides summary descriptions of the technical content, performers, monitors, and funding sources of DoD research or technology efforts.

The Research Summaries database increases the effectiveness of the DoD RDT&E program by providing descriptions of R&D efforts to DoD and other Government scientists, engineers, managers, and their contractors in industry and academia. It identifies R&D efforts in a full range of scientific and technology disciplines, allowing managers to coordinate programs and eliminate overlap and duplication of effort. It also provides defense contractors access to data on planned, ongoing and completed work so their efforts can focus on issues of direct benefit to DoD. (Products and services that provide access to the Research Summaries database are discussed under Management Summaries in the Products and Services section of this handbook).

STINT (Scientific and Technical Information Transfer), a web-based input system created by the Air Force, is designed for users to easily report new starts or record progress on previously-submitted R&D efforts. Employing sophisticated technology while remaining intuitive and user-friendly, the system provides an attractive, effective method to input, retrieve and update information for Research Summaries records. DTIC adds this information to the database at least three times a month. STINT is available from DTIC at no cost to any Research Summaries contributor. For additional information about the Research Summaries database go to http://www.dtic.mil/dtic/submitting/rs.html.

INDEPENDENT RESEARCH AND DEVELOPMENT (IR&D) DATABASE

The IR&D database contains technical plans for programs initiated and performed by federal contractors that are not entirely funded by DoD. Access is limited to DoD personnel and to other federal agencies upon request and with approval of DoD. Online access to this proprietary data is available only through Secure STINET.

The IR&D database is designed to enhance communication between DoD scientists and engineers and their counterparts in industry. DoD organizations use the database to avoid duplicating ongoing industry R&D efforts and to identify contractors with expertise in areas significant to DoD programs. Contributors to the IR&D database submit data to DTIC on diskette, CD-ROM, zip disk, or magnetic tape. For additional information on the IR&D database contact the DTIC IR&D manager at (703) 767-9039, DSN: 427-9039. (Products and services that provide access to the RS database are discussed under Management Summaries in the Products and Services section of this handbook.)

DEPARTMENT OF DEFENSE RESEARCH AND DEVELOPMENT DESCRIPTIVE SUMMARIES (RDDS)

The Department of Defense Research and Development Descriptive Summaries (RDDS) provide information on research, development, test and evaluation programs and project elements within the Department of Defense. The RDDS, formerly known as Program Element Descriptive Summaries (PEDS), are available on the Internet at http://www.dtic.mil/rdds/ . RDDS may be searched by program name, program element number, and text terms. Paper copies of RDDS may be ordered by calling 1-800-CAL-DTIC (225-3842); (703) 767-8274; or DSN 427-8274.

MANPOWER AND TRAINING RESEARCH INFORMATION SYSTEM (MATRIS) DATABASE

MATRIS is an automated online DoD R&D management support database which provides a centralized source of unclassified information on planned, ongoing, and recently completed research within the Manpower, Personnel, Training, Simulation (MPTS), Human Factors (HF), and Safety Technology (ST) areas. Data sources include summaries and reports from the many R&D laboratories and field activities, as well as MPTS budget documents, such as Congressional Descriptive Summaries (CDS). MATRIS services and products are available to registered users of DTIC and to members of the R&D manpower, personnel, training and human factors community. See more information about MATRIS capabilities, products and services under Specialized Data Centers and Collections.

DTIC has two electronic mailboxes established to receive and process document orders:

rp-orders@dtic.mil Document orders sent to this address are automatically monitored, downloaded and forwarded to DTIC's Request Processing System. This mailbox is designed for processing of routine orders, or those that do not need special handling.

msorders@dtic.mil Document orders are manually monitored and processed through DTIC's Request Processing System. This mailbox is for orders that do need special treatment, such as those for pick up, priority shipment, or express mail service.

Priority Service

DTIC's Reference and Retrieval Services Branch offers a priority service to all DTIC registered users with deposit accounts or registered credit cards. This is not the Priority Service offered by the U.S. Postal Service. Orders are ready for pickup or for mailing the day after the order is placed. Pickups are available only to users within the Washington, D.C. area and must be processed by DTIC staff. Users are notified when their pickup order is ready. Arrangements must be made in advance to pick up classified material. Express mail service is available for both classified and unclassified documents. All priority services incur additional charges that will be automatically debited to your deposit account or credit card.

Internet

Full text unclassified unlimited documents are available for downloading from STINET, Secure STINET, and the WED web sites.

AUTOMATIC DOCUMENT DISTRIBUTION (ADD) PROGRAM

Under the ADD program, DTIC users establish profiles of their subject interests and regularly receive microfiche of newly acquired reports matching those interests. Profiles may consist of descriptors or elements such as fields or groups, contract numbers, source codes, personal authors, or combinations of these and other retrieval elements. Profiles may be changed at any time at no cost. Registered DTIC users may request ADD service and have a profile constructed by email, letter, FAX or telephone.

BIBLIOGRAPHIES

Bibliographies are listings of citations to technical reports based on searches of the TR Bibliographic database. Technical report titles with their corresponding AD numbers, descriptive data, and abstracts (if available) are included in the citations. The three main types of bibliographies offered by DTIC are Demand, Direct Response, and Current Awareness. They differ in time periods covered by the searches, response time, and product format.

DEMAND BIBLIOGRAPHY

A demand bibliography is the result of a literature search performed by a DTIC retrieval expert at the request of a user. The user should receive the bibliography within 10 working days. The search usually covers the last 10 years or less, but the entire database may be searched if requested. Registered DTIC users may request a demand bibliography by telephone, Fax, email, letter, or by completing a DTIC Form 64, Request for DTIC Database Products.

A registered user who would like to work with one of DTIC's information retrieval specialists while that specialist performs the user's literature search may arrange an unclassified visit to DTIC at any of its locations. Interaction between the user and the search specialist maximizes search relevance and recall. To work with a retrieval expert at DTIC's Fort Belvoir, VA facility, call the Customer Help Desk at: 1-800-CAL-DTIC (225-3842); (703) 767-8266; or DSN 427-8266. Allow at least 24 hours notice before you want to visit DTIC. A classified visit to DTIC requires written certification by the visitor's agency security officer (see Appendix E).

DIRECT RESPONSE BIBLIOGRAPHY

A direct response bibliography provides a list of AD numbers and titles of technical reports which meet a specific information request received by telephone (703) 767-8274 or DSN 427-8274, Fax (703) 767-9070, letter or email. DTIC will respond within 24 hours by telephone, FAX, or email with at least a partial listing of relevant AD numbers. If requested, a complete bibliography will follow by mail.

CURRENT AWARENESS BIBLIOGRAPHY (CAB), ELECTRONIC CURRENT AWARENESS BIBLIOGRAPHY (ECAB), AND ECAB-DOCS PROGRAMS

CAB is a customized, automated subscription program based on a user's subject interest profile. A DTIC information retrieval specialist will establish a subject profile that describes your interests. This profile is matched against newly acquired accessions in the TR bibliographic database. The end product is a technical report bibliography, mailed to the user bimonthly, containing citations to new reports matching the profile.

ECABs are electronic versions of CABs emailed to you twice a month. ECAB is free and you may set up as many profiles as you need. For security reasons, ECAB's contain only citations to unclassified documents and citations to limited documents do not contain abstracts. INFORMATION ANALYSIS CENTERS (IAC)

IAC are centers for the analysis of scientific and technical information in specialized subject areas. DTIC establishes, funds, and manages a number of these centers that are chartered by ODDR&E; other IAC are sponsored and controlled by other DoD activities. Basically similar in operation, each IAC collects, reviews, analyzes, appraises, summarizes, and stores available information on subjects in highly specialized technical areas. The collections are computerized and incorporate current international research information. Synthesized information in selected subject areas is disseminated to meet expressed or anticipated needs. An individual IAC's coverage of its specialized subject area is of greater depth and breadth than is possible using only the regular DTIC collection. IAC staff members provide evaluative and/or analytical services within the scope of the center. IAC-produced reports include bibliographies, abstracts, state-of-the-art reviews, special analysis and evaluation reports and current awareness newsletters. While the primary purpose of the IACs is to serve DoD, the centers also serve the private sector to the extent practicable within DoD security guidelines and DoD policy regarding the handling of information on militarily critical technologies. For a listing of the individual DTIC-managed IAC and contact information, please refer to Appendix A.

DTIC users are encouraged to contact appropriate IAC directly when qualitative and/or quantitative information evaluations requiring technical knowledge and judgment are needed. Most IAC services are provided on a cost-recovery basis. A directory listing all of the DoD IACs is available from DTIC. The IAC Directory is also available at http://iac.dtic.mil For further information or for a copy of the directory, contact DTIC's DoD IAC Program Manager's office at (703) 767-9120 or DSN 427-9120. AIR TECHNICAL INDEX AND TECHNICAL INFORMATION PILOT COLLECTIONS

Valuable documents can be found in the Air Technical Index (ATI) and Technical Information Pilot (TIP) collections which contain technical reports, foreign and domestic, dating back to the 1940s and 1950s. These documents, many of which are the single remaining copies, are significant from a historical standpoint as well as a technical one. DTIC maintains the only centralized collection of these documents and searches its files upon request for the important information contained in them.

GRAY LITERATURE

"Gray literature" is foreign or domestic public release or open source material that is usually available only through specialized channels rather than standard systems of publication, distribution, bibliographic control or acquisition. It includes, but is not limited to, research and technical reports, working and discussion papers, unofficial government documents, conference proceedings, preprints, dissertations and theses. DTIC acquires, processes and distributes this literature and information, including conference proceedings covered by copyright law and foreign-source material. For additional information about DTIC's gray literature holdings, contact (703) 767-8038 or DSN 427-8038.

SPECIAL PROGRAMS

SMALL BUSINESS INNOVATION RESEARCH (SBIR) PROGRAM SUPPORT

The Small Business Innovation Development Act of 1982, as amended and reauthorized, requires Federal agencies with annual extramural R&D budgets over $100 million to carry out SBIR programs. SBIR objectives include stimulating technological innovation in the private sector, strengthening the role of small business in meeting DoD R&D needs, and increasing commercialization of DoD-supported R&D results.

DTIC supports the DoD SBIR and the related Small Business Technology Transfer (STTR) programs by providing technical information assistance to companies eligible to participate in these programs, specifically, domestic firms with 500 or fewer employees and having an R&D capability. These companies may receive public release bibliographic and report information from DTIC at any time during the year. In each of two solicitation periods, firms can receive up to 10 technical reports at no charge.

Small Business Program registrants may take advantage of any DTIC unclassified/unlimited product or service. Two specific DTIC products, TIP and SITIS, were created for the program. SITIS (SBIR/STTR Interactive Topic Information System) provides moderated communication between potential bidders and the DoD Laboratory personnel responsible for solicitation topics. Using SITIS, DoD can respond to specific technical questions while preserving competitive fairness because anonymity is maintained and all questions and answers are available to all competitors. A TIP (Technical Information Package) is compiled for each of the hundreds of SBIR topics in the solicitations. TIP's are available on the World Wide Web via the Online TIP System (OLTIPS). TIP are bibliographic listings from the DTIC Technical Report bibliographic database of information broadly relating to the solicitation topics. In addition to utilizing TIP's, SBIR/STTR users are encouraged to search the DTIC Technical Report database on their own using STINET or to have searches done to identify documents of specific interest.

All SBIR products and services are available from the DTIC SBIR Homepage, http://www.dtic.mil/dtic/sbir Further information about the special DTIC SBIR services may be obtained by contacting the SBIR Program Office:

DTIC-SPONSORED LISTSERVS

CAB-L: CAB-L gives Current Awareness Bibliography users the opportunity to let DTIC know what they think of the product, recommend changes, share ideas, and receive instant communication from DTIC about product enhancements or announcements.

CODEV-L: The collection development electronic mailing list provides a mechanism for DTIC contributors to communicate easily with DTIC to ask questions, identify problems, and submit suggestions. Contributors to any of DTIC's databases (Technical Report, Research Awareness Initiative, Independent Research and Development, and Defense Technology Transfer Information System) are encouraged to subscribe.

DefNISO-L: A focal point for discussion of and comment on National Information Standards Organization (NISO) activities as they relate to DoD activities.

DTICTHESAURUS-L: This site is set up to be an exchange point for DTIC Thesaurus information. The moderator will post proposed changes to the Thesaurus for comment, make announcements about advances in techniques and software, and post comments on the current system as well as proposals for modifications to the current Thesaurus.

IRD-L: IRD-L is for all Independent Research and Development (IR&D) users, whether they are online or receive current research summaries. Through this list, all IR&D users can voice their opinion about the products, hear what their colleagues have to say, learn about any new enhancements to the products, and communicate directly with DTIC's product managers.

MILAS-L: Assists DoD librarians in their library automation activities.

STINET-L: Alerts Secure STINET subscribers to changes or enhancements to the product. You can also email your questions, problems, and suggestions about Secure STINET to the list. You will automatically become a subscriber to this electronic mailing list when you register for Secure STINET service.

TRCDROM: Enables DTIC's Technical Report (TR) database on CD-ROM subscribers to voice their opinions about the product, recommend enhancement, find out what others have to say about it, and learn how DTIC plans to enhance it.

USER-L: Informs DTIC users of new and enhanced products and services as well as changes to DTIC policies and procedures.

HOW TO ARRANGE VISITS TO DTIC

Visits are welcome; however, DTIC is a secure facility and persons intending to visit are required to make arrangements at least three working days in advance.
