Statement of Work (SOW) Preparation and Approval

To initiate a TAT, the Requesting Activity (RA) must submit a Statement of Work (SOW) to the CBIAC for review and approval. The SOW must be prepared in accordance with DTIC's mandated format. To expedite the approval process, the RA should coordinate with the CBIAC when drafting the SOW. The SOW format is provided below:

Once the SOW is reviewed and approved by the CBIAC, it is then forwarded to the Contracting Officer's Technical Representative (COTR) and DTIC for final review and approval.

Proposal Preparation and Approval

Upon approval of the SOW, the CBIAC will prepare a technical proposal and cost estimate. The proposal will be distributed to the Contracting Officer at the Defense Information Systems Agency (DISA), the RA, the COTR, DTIC IAC PM, and the TAT Program Manager. The RA will be asked to review the proposal and cost estimate, and to send written approval to the COTR. The COTR, in turn, will prepare and submit a formal approval notification to the Procurement Contracting Officer at DISA.

Task Funding

The RA may fund the TAT at any time in this process. TATs are typically funded by Military Interdepartmental Purchase Request (MIPR) if from DoD agencies, and by Inter Agency Agreements (IAAs) if from other government agencies. Although, TATs may also be funded by check or other forms of payment.

Please indicate the CBIAC TAT number, task title and objective on your MIPR.

The DTIC Administrative fee should also be included in your funding document and should be listed as a separate line item on the MIPR, IAA, or other funding document. Please call Ms. Rhodes, CBIAC TAT Program Manager (410-676-9030) for further details.

Award

Once DISA has the proposal and cost estimate, all appropriate approvals (i.e., SOW and proposal) and the funds, DISA will issue a delivery order awarding the TAT.

Time for Award

The average time for contract award is 3-4 weeks from the time the SOW is submitted.
