Mission: The Special Programs Division operates and manages DTIC® support to three DoD Special Programs: Small Business Innovation Research (SBIR); Historically Black Colleges and Universities/Minority Institutions (HBCU/MI); and the University Research Initiative (URI). The Division also oversees four Regional Offices, organizes DTIC conferences, conducts the New Employees Orientation Program, and conducts briefings and tours of the DTIC Headquarters facility. It writes and publishes information about DTIC programs, products and services.
