National Defense Panel Member Biographies

Philip A. Odeen is President and CEO of BDM International, Inc., and serves on the BDM Board of Directors. He has worked within government in senior positions for the National Security Council and Defense Department. In the private sector, Mr. Odeen has served as a member of the Chief of Naval Operations Executive Panel and the Defense Science Board (DSB). Mr. Odeen led a DSB task force in early 1993 that reviewed anticipated defense management savings in the DOD budget and a DSB task force on outsourcing in 1995/96. Mr. Odeen played a leading role in a recent DSB study that resulted in the proposal of major budget savings that could be derived from a fundamental reengineering of the DOD infrastructure.

Richard L. Armitage is president of Armitage Associates L.C. and a former Assistant Secretary of Defense for the Office of International Security Affairs. Mr. Armitage, with the personal rank of ambassador, directed the formulation and implementation of U.S. assistance activities for the Newly Independent States (NIS) of the former Soviet Union. Mr. Armitage has extensive regional security experience in the former Soviet Union, East Asia and the Middle East. Since his departure from public service, Mr. Armitage has remained engaged in national security issues and is a member of the Defense Policy Board. Mr. Armitage is a graduate of the US Naval Academy.

Richard L. Hearney, General, US Marine Corps, Retired. General Hearney is the Vice President of Business Development-Domestic for McDonnell Aircraft & Missile Systems with The Boeing Company. He served over thirty-five years in the Corps, including service as the Deputy J-3 in the European Command and as the Deputy Commander, I Marine Expeditionary Force, during Desert Shield-Desert Storm. General Hearney recently served as Assistant Commandant of the Marine Corps and was a member of the Joint Requirements Oversight Council. He is a graduate of Stanford University and has a Master of Science degree from Pepperdine University.

David E. Jeremiah, Admiral, US Navy, Retired. Admiral Jeremiah is Partner and President of Technology Strategies and Alliances. He served as the Vice-Chairman of the Joint Chiefs of Staff, 1990-1994. During his distinguished thirty-eight-year career, Admiral Jeremiah also served as Commander-in-Chief, U.S. Pacific Fleet, and as Director, Navy Program Planning, for the Navy staff. Admiral Jeremiah has recently served as the co-chairman of a joint Defense Policy Board and Defense Science Board task force on Theater Missile Defense. He is a graduate of the University of Oregon and possesses a Masters degree from George Washington University.

Robert M. Kimmitt is a partner in the law firm of Wilmer, Cutler & Pickering in Washington, D.C., where he previously served as Managing Director of Lehman Brothers, an investment banking firm. He has served in numerous diplomatic and senior government positions such as: the National Security Council; the Treasury Department; the US Ambassador for Germany; and the Under Secretary of State for Political Affairs during the Bush Administration. A graduate of the U.S. Military Academy, Mr. Kimmitt continues to serve as a Brigadier General in the US Army Reserve.

Andrew F. Krepinevich is Director of the Center for Strategic and Budgetary Assessments (CSBA), an independent, policy research institute. Dr. Krepinevich gained extensive strategic planning experience in the Department of Defense, Office of Net Assessment, and has published several articles on national security policy in journals such as The National Interest, Issues in Science & Technology, and Strategic Review. He is the author of several CSBA reports, including "The Bottom-Up Review: An Assessment," and "A New Navy For A New Era." Dr. Krepinevich is a graduate of the U.S. Military Academy and possesses a Ph.D. from Harvard University.

James P. McCarthy, General, US Air Force, Retired. General McCarthy is the Olin Professor of National Security for the United States Air Force Academy. He culminated a thirty-five year Air Force career as Deputy Commander in Chief, U.S. European Command during the collapse of the Berlin Wall and the Desert Shield-Desert Storm conflict. Prior to that, he served as the Deputy Chief of Staff, Programs and Resources, HQ US Air Force, and as Commander, Eighth Air Force. During his military career, General McCarthy earned a reputation as an authority on strategic planning, resources allocation, advanced technology application, and major program definition. He is a member of the Defense Policy Board and the Air Force Scientific Advisory Board, providing advice for the Secretary of Defense. General McCarthy co-chaired the Defense Science Board’s (DSB’s) Task Force on "Information Architecture for the Battlefield," and was the Vice Chairman of the DSB on "Intelligence Support for Bosnia Operations." He is a graduate of Kent State and holds a Master of Science degree from George Washington University.

Janne E. Nolan is a Senior Fellow at the Brookings Institution, Foreign Policy Studies Program, and an adjunct professor at Georgetown University. She has extensive experience in defense policy, particularly in the areas of nuclear weapons policy and proliferation. Dr. Nolan has worked for the US Arms Control and Disarmament Agency and the Senate Armed Services Committee. She is a member of the Defense Policy Board and the Advisory Board on Non-proliferation for the Director of Central Intelligence. Recently, Dr. Nolan chaired the Presidential Panel on US Technology and Arms Trade Policy. She has a Ph.D. from the Fletcher School of Law and Diplomacy and has published several books and articles on developments in U.S. defense policy and nuclear strategy.

Robert W. RisCassi, General, USA, Retired. General RisCassi is Vice-President of L-3 Communications Corporation. He served as Commander-in-Chief, United Nations Command/Korea; Army Vice Chief of Staff; Director of the Joint Staff, Joint Chiefs of Staff; and Army Deputy Chief of Staff for Operations and Plans. General RisCassi recently served on the Commission on Roles and Missions. He is a graduate of the University of Connecticut and holds a master’s degree from Auburn University.
