The DoD Scientific and Technical Information (STINFO) Manager Training Program was developed to teach STINFO managers how to carry out the responsibilities of the DoD Scientific and Technical Information Program (STIP). The STIP was established to:

  • improve and enhance the acquisition of data sources

  • prevent redundant research

  • disseminate technical information efficiently

  • prevent the loss of technical information to U.S. adversaries and competitors

  • aid the transfer of technical information to qualified researchers in U.S. industry and government agencies.

The governing regulations for the DoD STIP are:

DoD Directive 3200.12, DoD Scientific and Technical Information Program.

, Principles and Operational Parameters of the DoD Scientific and Technical Information Program.

Dissemination of accurate, complete and timely STINFO is the major impetus that drives the DoD STIP. DoD components appoint managers to oversee STINFO programs at the local level. This manager ensures that every appropriate defense research and engineering effort is reported under the Research Awareness Initiative (RAI), and that technical publications generated from efforts are properly disseminated.

DTIC® offers the DoD STINFO Manager Training Program to expand awareness of the STINFO program and facilitate more direct information exchange among those who oversee the program at the activity level. The content of the training program is also of interest to all programs and offices that play a role in the dissemination of DoD STINFO.

DoD STINFO Manager Training:

The three-day STINFO course is taught monthly at DTIC Headquarters, as well as in conjunction with DTIC's Regional Conferences. (See Training Schedule). In addition, courses can be given off-site, on request, when the instructors' schedules permit. The three-day course can be tailored or compressed to one or two days to meet the needs of specific groups of students.

  • Currently, the STINFO Training Manual is only available as a paper copy through DTIC's Defense RDT&E; Online System (DROLS).

    STINFO Manager Overview

    The "STINFO Manager Overview" is designed as a one day course to cover many of the same topics as our traditional three-day course, but provides highlights of the subject areas. This class will be a great review for STINFO managers who want to update their skills or others who are not serving in STINFO manager position. Items discussed include marking technical documents; domestic technology transfer; tracking, processing, and disseminating the technical publications program; STINFO Manager responsibilities and duties; and the latest updates and changes in regulations and documents.


    Marking Technical Documents

    This one-day class provides an understanding of the rationale and mechanics of properly assigning distribution statements, the For Official Use Only (FOUO) marking, and the export control warning notice to DOD STINFO. Course material includes lecture, exercises, videotapes, handouts, training text, and STIP documentation. DTIC's Marking Technical Documents Course is offered by request.
