CPARS System Requirements  

Enter the CPARS System[top]
You will need a valid CPARS userid to enter the application (see User Accounts below). Security access levels are provided below for your information:

Security Access Levels for Entry of Information

Contract Data Entry:
Input/Register contract information, (i.e. most of the information in blocks 1-17 of the CPARS forms), for specific contracts.

Assessing Official Representative:
Input/Register contract information, (i.e. most of the information in blocks 1-17 of the CPARS forms), for specific contracts.
Initiate CPARs, blocks 1-20, for specific contracts.
Update incomplete CPARs, through block 20, for specific contracts.
Delete incomplete CPARs, through block 20, for specific contracts.

Assessing Official:
Input/Register contract information, (i.e. most of the information in blocks 1-17 of the CPARS forms), for specific contracts.
Initiate CPARs, blocks 1-21, for specific contracts.
Update incomplete CPARs, through block 20, for specific contracts.
Delete incomplete CPARs, through block 20, for specific contracts.
Review Contractor comments for assigned contracts.
Modify CPAR Ratings, blocks 1-21, for specific contracts after contractor comments, if required.
View CPARS for assigned contracts.
View Status Reports for assigned CPARS.

Defense Contractor Representative:
Input contractor comments, blocks 22-23, for specific contracts.
View completed CPARS for assigned contracts.
View Status Reports for assigned CPARS.

Defense Contractor Corporate Senior Management Representative
View all completed CPARS for CAGE codes assigned to a corporation or company.
A Corporate Senior Management Access Request Form must be submitted to gain access to CPARS.

Reviewing Official:
Input reviewing official comments, blocks 24-25, for specific contracts.
View CPARS for assigned contracts.
View Status Reports for assigned CPARS.

Focal Point:
Input/register contract information.
View CPARs within own Command.
Authorize access to CPARs within own Command. (source selection access not included)
View status reports for assigned CPARS.
Input a completed CPAR.
A Focal Point CPARS User Access Request Form must be submitted to gain access to CPARS.

Command Point of Contact; CPARS Management Board Member:
View CPARS within own Command.
View status reports for CPARs within own Command.
Authorize access to CPARS to Senior Command Official.

Senior Command Official or Designated Representative  - (e.g. Program Executive Officer (PEO), Direct Reporting Program Manager (DRPM), Command Directorate Deputy,  Field Activity C.O.)
View status report for assigned CPARS.
View CPARS for assigned contracts.


Hardware/Software Requirements [top]
To use CPARS Online, you will need to have access to the internet along with the following hardware and software:

  • A PC with a 486-class processor with 8 megabytes of RAM or greater.
    (16 megabytes of RAM is strongly recommended.)
  • Windows 95, 98 or Windows NT.
    (NOTE: The CPARS application was developed and tested using the above operatings ystems. However, as a totally web-based application, it should work with any Operating System that features a browser with 128-bit encryption and the appropriate version of Adobe Acrobat . We know that some users have accessed the application using Apple Macintosh computers and it should work with Windows 2000 also.)
  • Netscape 6.1 or greater is required. Microsoft Internet Explorer v 4.0 or greater may also be used. Both browsers require 128-bit encryption. See Security Information for details.
  • The Adobe Acrobat Reader should be installed. This allows you to view and print the CPARS forms. The reader can be downloaded and installed from www.adobe.com/acrobat/readstep.html. If you have any problems downloading or installing the reader, please contact our Technical Support.

User Accounts [top]
You must have a valid CPARS userid to logon to the CPARS application. User accounts can be acquired by contacting your CPARS focal point. Focal Points must fill out and sign a CPARS Focal Point User Access Request Form. Completed forms can be faxed to 603-431-9464.

Security of CPARs Information [top]
We have made every effort to ensure the privacy and integrity of CPARS information. All account information is kept confidential and secure using the following measures:

  • A unique User Identification and password is issued for every CPAR Online user.
  • Security is also provided through a browser which supports 128 bit encryption with the SSL (Secure Sockets Layer) security protocol so that all account information and CPARS data will be encrypted when transmitted across the Internet.
