Merit Promotion (JP-04-XXX-MP) announcements are open to "Status candidates" or "Veterans" who either are preference eligibles or who have been separated from the armed forces under honorable conditions after 3 or more years of continuous active service. A Status candidate is someone who possesses civil service status that was obtained by serving under career-type appointment in the competitive service.

All Sources (JP-04-XXX-DEU) announcements are open to all "qualified" US Citizens. This is the most common method of entry for new employees.
