• Effectively Managing Transit Emergencies from the Federal Transportation Authority. This training course provides participants with a uniform format for developing and implementing transit security policies and procedures. It addresses security system planning, design, and construction; agency policies and procedures; management of special security issues; and various types of transit security staffing.

• Homeland Security Exercise and Evaluation Program (HSEEP) Publications

  The Office for Domestic Preparedness (ODP) is pleased to announce the release of the first in a series of documents on its Homeland Security Exercise and Evaluation Program (HSEEP). The HSEEP is a national exercise program of financial and direct support to assist state and local governments with the development and implementation of a state exercise and evaluation program to assess and enhance domestic preparedness.

  The HSEEP series is designed to provide guidance on the design, conduct, and evaluation of terrorism threat- and performance-based exercises. This document, Homeland Security Exercise and Evaluation Program - Volume I: Overview and Doctrine, provides the state and local homeland security community with: ODP’s exercise and evaluation doctrine; a uniform approach for exercise design, development, conduct, and evaluation; and an exercise design and implementation process. Subsequent volumes of the HSEEP manuals - Volume II: Exercise Evaluation and Improvement, Volume III: Exercise Development Manual, and Volume IV: Sample Exercise Documents and Formats - will provide additional guidance on the design, development, conduct and evaluation of exercises.

  Volume I is in the print process and the other volumes in the series will be available in the coming months.

• Crisis Information Management Software (CIMS) Feature Comparison Report (NIJ) (Oct. 2002) (Text or PDF and On-line Registration)
  (Feature Comparison Matrix - Excel-based spreadsheet, 1.28 MB download, 7.4 MB uncompressed) This NIJ Special Report compares 10 crisis information management software products currently used by emergency management agencies (EMAs). The products examined were specifically designed to augment EMA responses to crisis situations and enhance emergency management planning and mitigation. The report is accompanied by an Excel-based Feature Comparison Matrix that allows an agency to assess the performance of a product(s)—respective of agency priorities, requirements, and conditions of operation—and use that information for the procurement process.
• Guide for the Selection of Personal Protection Equipment for Emergency First Responders, NIJ Guide 102-00 (Nov. 2002)
  (Volume I, Volume IIa, Volume IIb, Volume IIc)
  This NIJ Guide provides information on personal protection equipment (PPE) for consideration by emergency first responders when purchasing and using PPE, including duration of protection, dexterity/mobility, launderability, and use/reuse. Volume I represents the actual guide and is supplemented by three additional volumes: Volume IIa contains the data sheets for respiratory protection; Volume IIb, for protective garments; and Volume IIc, for other protective apparel (e.g., boots, gloves, hoods, and lab coats). The Guide serves as a resource for comparing and contrasting commercially available personal protective equipment known to the authors as of April 2001.

• is the highest award for valor by a public safety officer. Awarded annually, it acknowledges acts of valor that are above and beyond the call of duty and exhibit courage, decisivesness and presence of mind regardless of the officer's personal safety.
• OJP Anti-Terrorism Funding Sources Several OJP components provide funding to state and local jurisdictions to prepare and respond to domestic terrorism. BJA has compiled a listing of available resources in the areas of operations and support, equipment, planning, training, technical assistance, and survivors' benefits.
