  • State and Local Guide (SLG) 101: Guide for All-Hazard Emergency Operations Planning
    This guide outlines the preparedness, response and short-term recovery planning components that FEMA recommends be included in state and local emergency operations plans. It offers FEMA's best judgment and recommendation on how to handle the entire planning process. It also encourages emergency managers to address all the hazards that threaten their jurisdictions in a single operations plan rather than stand-alone plans.

  • Comprehensive HazMat Emergency Response-Capability Assessment Program (CHER-CAP)
    CHER-CAP is a comprehensive preparedness program offered by FEMA to local communities and Tribal governments to address HazMat incidents. It is designed to help communities better understand HazMat risks, identify planning deficiencies, update plans, train first responders and identify systemic strengths and needed improvements.

  • Federal Response Plan
    A signed agreement among 27 federal departments and agencies, and the American Red Cross, that provides the mechanism for coordinating delivery of federal assistance and resources to augment efforts of state and local governments overwhelmed by a major disaster or emergency.

  • CONPLAN - Federal Interagency Domestic Terrorism Concept of Operations Plan
    The CONPLAN provides overall guidance to federal, state and local agencies concerning how the federal government would respond to a potential or actual terrorist threat or incident that occurs in the United States, particularly one involving WMD.

  • InterAgency Board (IAB) for Equipment Standardization and InterOperability
    This website contains information on the IAB and the establishment and coordination of local, state, and federal standardization, interoperability, and responder safety to prepare for, respond to, mitigate, and recover from any incident by identifying requirements for Chemical, Biological, Radiological, Nuclear or Explosives (CBRNE) incident response equipment.

  • FEMA's Emergency Management Institute (EMI)
    EMI - E408 Terrorism Planning
    Course focuses on revising community emergency operating plans (EOP) to include terrorism response operations.
    EMI - Terrorism Training and Resources
    EMI - Emergency Responders Training
    EMI - Emergency Managers Training
    EMI - State, Local Govt. Training
    EMI - Elected Officials Training

  • Incident Command System (ICS) Study Course
    The model for command, control and coordination of an emergency response operation, ICS provides a way to coordinate the efforts of different emergency response organizations and jurisdictions. Federal law requires the use of ICS for response to Hazardous Materials incidents. FEMA is encouraging nationwide use of ICS for responses to emergencies and disasters, whatever the cause.

  • Compendium of Federal Terrorism Training
    This compendium of courses was compiled to inform state and local agencies of federal training that is available in the area of weapons of mass destruction (WMD). These courses are all available to state and local responders. This compendium will be updated, as new courses become available.

Assessments

  • Capability Assessment for Readiness (CAR)
    An emergency management readiness and capability assessment system for state and local emergency managers developed through a collaboration between FEMA and the National Emergency Management Association (NEMA).

  • Emergency Management Accreditation Program
    EMAP is a voluntary review/accreditation process for state and local emergency management programs. Accreditation is a means of demonstrating, through self-assessment, documentation and peer review, that a program meets national standards for emergency management programs. EMAP is pilot testing its standards and procedures with local programs; the accreditation process is now open for state applications.
