Environmental Compliance


Compliance Image
The National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality (CEQ) regulations implementing NEPA (40 CFR Parts 1500 through 1508), and FEMA regulations for NEPA compliance (44 CFR Part 10) are described. These laws, regulations and statutes direct FEMA and other Federal agencies to fully understand, and take into consideration during decision-making, the environmental consequences of proposed Federal actions (projects). 

National Historic Preservation Act
This section describes FEMA's role in compliance with the National Historic Preservation Act, and it is educational for anyone involved in Federally funded projects.

Environmental Links
FEMA works with numerous agencies during emergencies and on a day-to-day basis. A comprehensive source of environmental links is provided for your convenience and use.

FEMA Region IX - Programmatic Environmental Review Documents
FEMA has determined through experience that the majority of the typical recurring actions proposed for funding, and for which environmental review is required, can be grouped by type of action or location.

These groups of actions can often be evaluated in Programmatic Categorical Exclusions (PCATEXs) or Programmatic Environmental Assessments (PEAs) to comply with NEPA and its implementing regulations without having to produce repetitive documentation or time-consuming stand-alone EAs for every action.

FEMA Region IX has developed and uses several tools to guide and assist the environmental review process. 

Regional Environmental Office Contacts
In order to streamline the environmental compliance process, and to delegate environmental review authority to the Regional Offices, FEMA has created the position of the Regional Environmental Officer with specific responsibilities and clearance authority.
