CIO COUNCIL FULL SESSION

OPENING REMARKS

Ms. Karen Evans (DOE), Vice Chair opened the meeting at 2:10 p.m. with the following announcements and comments:

  • CIOC member Ms. Deborah Stouffer (EPA) is leaving the Federal service. Ms. Stouffer thanked the Council for the opportunities afforded her.
  • WTOP’s “Ask The CIO” program will be starting up again. Ms. Evans will be calling on CIOs to contribute.

Mr. Mark Forman (OMB) CIOC Chairman commented on Ms. Stouffer’s significant contributions to the Council. Mr. Forman thanked the Council members for their partnership during Pass back.

PKI/E-AUTHENTICATION UPDATE

Regarding the E-authentication initiative, Dr. Gauss commented that the discussion today centers on authentication rather than authorization. With a standard, common trust policy for authentication, authorization becomes an agency issue. Proliferation of trust policies would add complexity and infrastructure. Policy is the major concern and technology comes later. Industry would prefer a common trust policy, too.

Mr. Norm Lorentz (OMB) commented on the need for a consistent way to establish identity for federal authorities separate from authorization. He also noted that more variation in the types of authentication and certificates would require greater variation in security.

Ms. Jeannette Thornton (OMB) commented that after the standard trust policy is implemented, NIST could develop the standards for the technology. The new policy will be used to develop business cases for FY2005. The Federal Bridge plays a role in this component. The next steps are to send out a white paper in a few weeks and to introduce the trust policy by early March 2003. Special thanks were offered to Ed Roback, Bill Burr (NIST), Judy Spenser, David Temoshok (GSA), Dr. John Gauss, and Frank Parry (VA).

In the ensuing discussion, there was endorsement for standardization of credentialing access to buildings. David Wennergren (Navy) offered Department of the Navy assistance in setting up a standard system.


AIC NEW LEADERSHIP

Mr. Norm Lorentz (OMB) thanked departing Co-chair Deborah Stouffer for her contributions.

Mr. John Gilligan (USAF) presented a briefing on the AIC to the Council. The AIC objectives include: integrate OMB and CIOC architecture efforts, develop simpler and consistent taxonomy and terminology, facilitate cross-agency efforts, and oversee operationalization of architecture efforts. The committee will be broken out into three subcommittees:
Governance- integrates CIOC and FEAPMO efforts to expand and update FEA guidance and products;
Components- identifies and catalogs components for reuse by the federal community; and Leveraging/Emerging Technology- coordinates and guides technology tracking efforts of the Federal government.

Ms. Karen Evans (DOE) called on all agencies to participate in the AIC. Ms. Stouffer (EPA) noted that Governance and Component subcommittees would need volunteers first. Norm Lorentz will be acting as Co-chair of the AIC with Mr. Gilligan until Ms. Stouffer’s vacancy is filled.


OMB AND EGOV UPDATE

Mr. Mark Forman (OMB) CIOC Chairman remarked that the budget will be out the first week of February 2003. The total number in the budget is going up in strategic areas such as Homeland Security, the War on Terrorism, and modernization. Key issues of concern include the inability to identify cost and schedule and performance goals. $20 billion in IT projects are on the “high risk list.” There are projects with severe cost and schedule overruns. A major skills gap exists for Program Managers and Solutions Architects. Consolidation is viewed as a part of the solution, and may result in project cancellations. There will be an aggressive effort identifying ways to fix problems and more emphasis will be placed on leveraging the economies of scale as with the DOD and GSA buying communities. Agencies should identify the two to three initiatives they will use to drive performance improvement.

The next PMC meeting will address six case studies, e.g., human resources and financial management systems; data and statistical information systems; monetary benefits; public health information systems. The PMC will work to identify what each agency is doing with respect to these initiatives and how to leverage that across the enterprise.

Mr. Forman stated that letters to department Secretaries on the FY2002 security program would be sent with a copy to the President. It will emphasize the desire to focus on securing legacy systems before or as they modernize

E-gov initiatives are in the budget. The migration strategy was made public today for E- payroll. FreeFile provides on-line filing at www.irs.gov. The E-rulemaking website www.regulation.gov will be launched next week. Mr. Forman noted that this initiative is the only one to focus on e-democracy and opens up the government to the citizen.

Friday kicks-off the “Small Business Paperwork Relief Act Task Force”, to reduce the paperwork burden on the small business community by leveraging electronic solutions.

Mr. Richard Miller (Education) commented on Section 508. A survey is being conducted by Department of Justice (DOJ) of DOD and the top five IT spending agencies on how section 508 is being implemented. There will be a Section 508 best practices session at the 2003 IPIC. On January 22, 2003 the semi-annual Section 508 Steering Committee will hold its semi-annual meeting.


E-GOVERNMENT ACT OF 2002 WORK PLAN

Mr. Dan Chenok (OMB) recognized Brooke Dickson, the lead staffer behind the new Act and the forthcoming policy, for her work. Mr. Chenok noted that CIOs will be responsible for participating in the CIOC; implementation of IT standards, including security, within their agencies; and privacy impact assessment. CIOC will be more involved in workforce planning activities. The E-gov Act is being viewed as a performance improvement driver. E-gov Act guidance will be out in the next few weeks for review.

Mr. Brett Bobley (NEA) asked whether the CIO requirements of the E-gov Act apply to the small agencies. Mr. Chenok replied that the Act refers to CIOs of Executive agencies, the responsibilities apply to all CIOs.

CLINGER COHEN WORKFORCE ASSESSMENT
Dr. Laura Callahan (DOL) observed that the President’s management Agenda focuses on human capital and that GAO added Human Capital Management to the high-risk list. There are significant skill gaps in solutions architects, project management, and security. The focus of the assessment is on the workforce, workloads, and skills issues. In the FY2004 Pass back guidance, there was wording regarding an IT workforce assessment. The question is how to leverage across agencies top create a framework to meet the responsibilities set forth in the Clinger-Cohen Act. The Workforce Committee will identify FAQs in order to build a consistent approach and to understand what issues face the government in Human Capital Management as it relates to IT. Ms. Callahan called on the Council to help the Workforce Committee understand what each agency’s expectations and concerns are to better drive the assessment. The results of the IT Workforce Assessment will be shared in the community and provide a decision making tool for the enterprise.


IPIC 2003

Mr. Ira Hobbs (USDA) provided an update on the upcoming 2003 IPIC in Orlando, Florida. The next CIOC meeting will be at the conference. Council members will be surveyed soon on expected participation at the conference. The CIO of Disney Orlando and the CIO responsible for the Disney Data Center in Orlando will discuss the federated model for enterprise architecture. The Deputy Director of Management and a Congressional panel on E-government are highlights.

OPEN DISCUSSION

Mr. Marty Wagner (GSA) announced Memorandums of Understanding (MOUs) for funding E-authentication are in agencies now. He also mentioned that Mr. Steve Timchek (GSA) is in desperate need for people to work on the E-authentication initiative.

Ms. Karen Evans, Mr. Mark Forman, and Mr. Dan Chenok will begin planning next week for the next off-site meeting in collaboration with GSA.

Mr. Mark Forman (OMB) announced that Mr. Mark Everson (OMB) is taking over as Commissioner of the IRS. Clay Johnson will be assuming Mr. Everson’s position at OMB.

Ms. Kim Nelson (EPA) announced a vacancy for a GS-15 Geographic information Officer.
