OPENING AND ANNOUNCEMENTS

ANNOUNCEMENTS

  • The CIO Council’s Strategic Plan was released March 9, 2004. You may get a copy from the web site “cio.gov”.
  • Carlos Solaris, Executive Office of the President, is the new Co-Chair, Best Practices Committee
  • The Azimuth Awards Winners are Industry Executive of the Year – John Chambers and Government Executive of the Year – Congressman Tom Davis
  • The next CIO Council meeting will be held on April 14, 2004 from 1:00 – 3:00 pm at the AIA Building, 1735 New York Avenue, NW, Washington, DC.
  • The CIO Council is planning an offsite for Sunday, May 23, 2004, from 3:30 pm – 8:30 pm just prior to the Management of Change Conference in Philadelphia, PA. The meeting will include a working dinner.
  • The Management of Change Conference is scheduled for May 24 - 26, 2004, in Philadelphia, PA.
  • A Strategic IRMCO @ The ACT Management of Change Conference is scheduled for Monday, May 24, 2004. All four councils will be present.
  • The Federal CIO Council Best Practices Committee is partnering with the American Council for Technology (ACT) to provide the Federal CIO Community with a series of special seminars designed to identify, promote and share best practices from industry and government on technology areas in which you have expressed interest.

    Taking place over the next four months, these sessions are an opportunity for you and/or your deputy to participate in high-level discussions with leading experts in the field. Seminars will be held on:
    Internet Protocol Version 6 (IPv6) - Wednesday, March 31st, 8:30 - 10:30 at the Ronald Reagan International Trade Center

  • The CIO Best Practice Committee will have a CIO Boot Camp. The Council of Excellence in Government will be conducting the CIO Council Boot Camp as soon as funds are transferred to the CIO Council support office. CIOs will nominate who will take the class.
  • John Sindelar will split his time between the Office of Management and Budget and GSA to help OMB kick-start its business consolidation initiatives. The next phase of e-government will move forward to examine consolidation opportunities in grants management and human resources management. Grants management and human resources, along with public health information systems, criminal investigation and financial management applications have been identified as the next focus for e-government.
  • A memorandum was sent to Senior Procurement Executives and Chief Information Officers from Karen S. Evans and Robert A. Burton, Associate Administrator, Office of Federal Procurement Policy, on Maximizing Use of SmartBuy and Avoiding Duplication of Agency Activities within the President’s 24 E-Gov Initiates on February 27, 2004.
  • OMB's third annual report on agency IT security as required by section 3543(a)(8) of the Federal Information Security Management Act was e-mailed to the CIO Council on February 25, 2004. This report discusses government-wide IT security status and progress and summarizes the results of security evaluations conducted by agencies and IGs in FY 2003. Appendix A details the Federal government IT security program with agency roles and responsibilities. Appendix B provides a summary of small and independent agency activities. Appendix C contains individual agency summaries, as required by the Act, which are based on the agency and Inspector General reports sent to OMB. Comments were due to OMB 11 AM Friday, February 27, 2004 and extended to Monday, March 1, 2004.

Dan Matthew’s welcomed Chairman Adam Putnam around 1:15 p.m.

Chairman Putnam gave his views on security and engaged the council members in a dialog about their concerns on security.

Chairman Putnam thanked the CIO Council Members for extending a second invitation to meet and discuss issues with them. He expressed his appreciation for their time and attention to the subcommittee’s efforts to improve security. He emphasized the Federal Government receiving a score of “D” on the FISMA standards. He advised the only agencies to receive a score of “A” was the Nuclear Regulatory Commission and the National Science Foundation. He further mentioned that the larger agencies, such as, DOD and VA did far worst than the smaller ones. He advised that the lack of inventory is a “biggie” for the subcommittee. Inventories will be a priority as only five agencies have them. Working on having their investment funds withheld if an inventory isn’t available.

Dan - What’s being considered in updating FISMA?

Answer

Only minor changes are being made to the current FISMA.

Karen - Information on SMARTBUY use it. Karen introduced Glenn Schlarman publishing timeline on XML Schema.

Glenn – Pet Rocks – process exhibit 300’s and 53’s … 300-diagnostic tool reflects other program documentation.

Lauren Uher stated that the process undertakes partnering with you (CIOs) on the information for budget request for FY 06. She will send an e-mail on draft updates of OMB Circular A-11, Section 53 and 300 for FY2006 for your review and comment. A data dictionary will be included for the exhibit 300 that OMB will be using to develop the FY2006 exhibit 300 schema. This schema will provide additional information about each question, e.g., whether or not a field will be mandatory to answer, the type of data to be entered, etc.

An Excel spreadsheet will be enclosed as a "Comment Sheet" that OMB will be asking you to use when you send them your comments-- this form will help speed up our review of your comments and suggestions.

In particular OMB is seeking comments on the following topics:

    • The submission of a single exhibit 300 for the Department's Office Automation, Telecommunications, and Infrastructure.
    • The organization of the exhibit 300 into 3 parts. Part I would be completed for all investments. Additional information would be submitted depending on the current phase of the investment, i.e. as of the Current Year (CY). Part II would be completed for those investments that are not in steady state, and Part III would be completed for those investments that are in steady state.
    • As part of our effort to streamline, OMB is proposing the combining of Tables 1 and 2 from the Performance Goals section from last year's exhibit 300 into a single table that could be used by all investments.
    • You will notice that we have revised the section explaining how the exhibits 300 will be evaluated (i.e. "scored"), to instead be an explanation of how OMB will use the information. In brief, OMB will use the information to diagnosis the health of the investment as well as the Department's project management of the investment. In OMB’s view, "scoring" at times improperly shifted the focus from investment results to the writing of business cases.

ACTION ITEM:

April 12th - comments due on Data Dictionary. Engage staff and support centers.
May 25th - schedule for the FY2006 update of Circular A-11, committing to releasing a final draft of the guidance (and XML schema).
May 26-27 - training.
September 13, 2004 - Budget Transmittal Requirements due.
